Description
The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make a single award for the provision of Biomass Boiler Fuel Delivery and Waste By-Product (Ash) Removal Services for the Federal Correctional Institution (FCI), located in Texarkana, Texas. The North American Industry Classification System (NAICS) Code is 321999 � All Other Miscellaneous Wood Product Manufacturing (Size Standard: 500 Employees). This solicitation is being issued on an unrestricted basis. Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The Government contemplates awarding an indefinite-delivery, requirements-type contract with firm-fixed unit prices resulting from this solicitation. The contract period shall consist of one year base period and one-year option periods for renewal at the discretion of the Government. All duties shall be performed in accordance with standards and methods generally accepted within the industry and in compliance with all Federal and State policy and regulations. The solicitation will be made available on or about Thursday, March 12, 2020, and will be distributed solely through the General Administrations Federal Business Opportunities website at Beta.Sam@bop.gov . Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The FCI will have a need for a minimum of 3,000 tons to a maximum 6,000 tons of biomass woodchips per year. The minimum amount of waste by-product (wet ash) removal is 20 cubic yards and the maximum amount is 80 cubic yards per year.� The successful bidding Contractor shall furnish the following; bio-mass wood chips, equipment, labor, supervision and deliver �hogged� fuel (untreated biomass woodchips). The Contractor shall furnish two (2) forty (40) yard open top containers at the FCI, one for oversized wood chips and a second for the waste by-product (wet ash).� All oversized wood chips shall be resized and redelivered to the Powerhouse by the contractor. Quoted prices for wood chips shall be per ton and shall be the delivered price.� Included in this contract is the removal of the waste by-product (wet ash) by load, produced by the burned woodchips.� The Contractor shall make deliveries and/or pick-ups as scheduled or needed and shall furnish and or install Contractor owned containers/equipment at the Powerhouse facility.
