Description
FOR INFORMATION ONLY: This Special Notice is ONLY A NOTIFICATION that an INDUSTRY DAY is scheduled. All questions regarding this notice should be limited and additional information will be provided during the Industry Day.� This Special Notice is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The U.S. Army Corps of Engineers, Northwest Seattle (CENWS) District is seeking technical input from the industry about an upcoming project for construction of a wall for the Wyckoff / Eagle Harbor Superfund site, located on the east side of Bainbridge Island in Central Puget Sound, Washington. � From the early 1900�s through 1988, a succession of companies treated wood at the Wyckoff property for use as railroad ties and trestles, telephone poles, pilings, docks and piers.� These operations severely contaminated soil and groundwater with creosote products, pentachlorophenol (PCP), and diesel used as a carrier fluid for PCP based wood treating oils.� Creosote and diesel fuel are present as non-aqueous phase liquids (NAPL) in soil and sediment at the site. A containment remedy, described in the 2000 Record of Decision (ROD), is currently in-place at the site. A Record of Decision Amendment (RODA), issued in May 2018, included replacement of the perimeter sheetpile wall, for which USACE is preparing an in-house design.� The replacement wall consists of approximately 1,900 linear feet of reinforced soil-mix wall constructed below grade to provide foundation support and required NAPL cutoff, followed by construction of a cast-in-place (CIP) reinforced concrete wall on top of the soil-mix wall.� Cutter head equipment is currently proposed for construction of the soil-mix wall. All work will be completed inland of the existing sheet pile wall. The primary design goals for the replacement wall are to:� Provide structural support along the entire wall length (shown as red line on Figure 1). Provide NAPL containment to elevation minus-20 or minus-30 feet below MLLW where EPA has identified that NAPL may be migrating through the unwelded sheet pile joints. Based on the pre-design investigation, Figure 1 (yellow line) show areas where NAPL containment is require. See Attachment for Figure 1, Replacement Sheetpile Wall Location (Existing sheet pile shown in red, NAPL containment areas shown in yellow, with depth below MLLW). INDUSTRY DAY: The U.S. Army Corps of Engineers, Northwest Seattle (CENWS) District is hosting an open Industry Day for business owners and representatives on Tuesday, 28 April 2020, from 9:00 AM to 11:30 AM (PST) [check-in starts at 8:30 AM]. A question and answer (Q&A) will follow the presentation. Attendance at the Industry Day is not a prerequisite for participating in any future solicitations or procurements; however, it will provide a valuable opportunity for interested parties to obtain information.� Industry Day is solely to offer potential interested parties information on anticipated future requirements. All information presented, along with questions and answers will be posted to under this beta.SAM.gov posting to ensure consistency, fairness, and to avoid repetitive coverage of the same information. Industry Day activities will be held at CENWS District, 4735 East Marginal Way South, Bldg. 1202, Seattle, WA 98134.� There is no charge to participate.� Attendance at the Industry Day is not mandatory and is open to the entire vendor community.� The event features informational briefings presented by District staff and opportunities to take part in roundtable discussions and information about the Wyckoff Wall project.� Parking is available in the public parking lot directly to the East of East Marginal Way.� REGISTRATION IS REQUIRED FOR EACH ATTENDEE.� Seating is limited, so register at the Eventbrite link provided below.
