- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. THIS INFORMATION WILL BE USED BY THE CONTRACTING OFFICER TO ASSIST IN DEVELOPING THE PROCUREMENT STRATEGY. Military Sealift Command (MSC) is issuing this RFI as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Overseas Access to Care for Civil Service Mariners. The result of this market research will contribute to determining the method of procurement. The anticipated applicable North American Industry Classification System (NAICS) code assigned to this procurement will be 621111 Offices of Physicians (Except Mental Health Specialists). The Government is considering issuing Firm Fixed-Price (FFP) contract(s) with a five-year period of performance. Specific task descriptions may include, but are not limited to: overseas medical evacuation services; government required exams at prescreened/established clinics; medical advisory services; and travel risk advisory services. A.����������� DRAFT Requirement: ��������������� There are approximately 55 MSC government-owned, government-operated (GOGO) vessels and two squadron staffs in the MSC fleet.� The personnel comprising the formal staffs of the two prepositioning squadrons will be Government employees. The US Navy vessels have their own organic medical personnel to support active duty and are serviced by the Department of Defense (DoD) for transportation. However, as described in Chapter 4 of COMSCINST 6000.1E, MSC Civil Service Mariners (CIVMARs) afloat are also authorized to receive medical advice and urgent or emergency medical transportation. ��������������� The Contractor shall be available twenty-four hours per day, seven days per week, to provide urgent and emergent healthcare, urgent or emergent patient transportation, and en route medical support while in transit to mainland medical facilities for all MSC GOGO ships and units outside the contiguous United States (OCONUS).� Casualty evacuation shall be defined as the movement of emergent patients from ship to shore and medical evacuation is movement of stabilized patients from one medical facility to another.� The patients may range from critically ill requiring mechanical life support to stable requiring medical attendants.� Medical transportation will most commonly be from one shore based medical facility to another, but might occasionally be from another designated location, such as an airfield where a patient is being transported from a ship at sea.� Medical transportation may require the use of appropriate land vehicles, air transportation, water transportation, or any combination thereof.� The total covered population under the scope of this contract is approximately 3,400 but this number is subject to fluctuation based on mission requirements and changes in the ship inventory.� If an evacuation is required, the Contractor will acquire permission and clearance for its aircraft (either organic to its organization or subcontracted) to comply with requirements of the transport areas. ��������������� The Contractor shall coordinate with MSC�s medical staff to establish a standard protocol for the scheduling of OCONUS occupational health screenings.� The protocol will be designed to ensure that required Medical Surveillance Program (MSP) and periodic physical examinations meet the requirements outlined in the COMSCINST 6000.1 series. Upon completion of the exams, the Contractor will complete the appropriate form(s) to include disposition of fit for duty (FFD) or not fit for duty (NFFD) for arduous sea duty classifications. ��������������� MSC estimates the following numbers of examinations and locations annually: 5th Fleet:� 200 physical exams and 450 MSP exams 6th Fleet:� 50 physical exams and 125 MSP exams 7th Fleet:� 200 physical exams and 500 MSP exams ��������������� At the request of an MSC Surgeon or MSC vessels, the Contractor will provide information for known health risks, emerging health threats, and health care capabilities / facilities for the anticipated port.� In concert with the MSC customer, the Contractor will assist in developing mitigation strategies. The health risks products shall be provided within seven days from the original request. If medically supervised repatriation is required, the Contractor shall arrange and manage the medical transportation of personnel upon request from MSC. The Contractor shall provide capable transportation from the discharging medical facility to either a hospital, home of record, or the nearest capable medical facility approved by MSC within the contiguous United States (CONUS). Medical staffing of the aircraft will be licensed and will be trained in emergency medicine, aviation medicine, critical care or primary care specialty required to meet the needs of the patient. ��������������� The primary consulting physician and any supporting consulting physicians or specialists shall be available twenty-four hours per day, seven days per week, to provide medical advice to MSC ships at sea. The physician and / or specialists shall make recommendations to medical personnel aboard the ships for the treatment of sick or injured crewmembers.� The advice shall include recommendations for seeking professional medical treatment from other ships or ashore resources when necessary and as available, taking into account the time and distance from sources of professional medical treatment and the expense of obtaining such treatment. B.����������� RFI� Response Instructions: ��������������� It is requested that interested parties submit to the MSC Contracting Office a brief capabilities package demonstrating ability to provide the requested items or alternative solutions.� This document shall address, �at a minimum the following: ��������������� (1) ��������� Name of Organization, DUNS number, and CAGE code ��������������� (2) ��������� Telephone/Fax Number, Address, and Email address for the primary point of contact ��������������� (3) ��������� Brief description of your organization�s capabilities � � � � � � � � (4) ��������� Brief summary of organization�s history relative to similar requirements � � � � � � � � (5) ��������� Recommended contracting strategy or alternative solutions proposed � � � � � � � � (6) ��������� If available, estimated pricing for any of the requested medical services (i.e include basis for pricing structure if based on hourly, flat rates, runs or miles for medical evacuation services) � � � � � � � � (7) ��������� Whether your organization is interested and capable of performing all aspects of the requirement or if only interested in certain aspects of the requirement � � � � � � � � (8) ��������� Business standing (i.e. large or small business, specific category of small business to include small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon the anticipated NAICS codes referenced above � � � � � � � � (9) ��������� Any suggestions, questions, or comments about the effort in general ��������������� Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements consistent with industry practices.
