This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of businesses including (but not limited to) 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, and Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 337127. The Department of Veterans Affairs is seeking both manufacturers and/or distributors of the exact match or functionally equivalent equipment/ services to the following listed above. South Texas Veterans Health Care System, Audie L. Murphy (ALM) VA Memorial Hospital Supply Carts and Wire Shelving This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking to obtain brand name or wheeled shelving carts for the South Texas Veterans Health Care System, Audie L. Murphy (ALM) VA Memorial Hospital 7400 Merton Minter San Antonio, TX 78229. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: Brand name or equal wheeled cart equipment products are needed for the South Texas Veterans Health Care System in accordance with the following requirements: Plastics Liners STATEMENT OF WORK (SOW) Wheeled Shelving Carts Scope The Contractor will provide wheeled storage shelving carts assembly, delivery, installation, and removal for the South Texas Veterans Health Care System, Audie L. Murphy (ALM) VA Memorial Hospital Distribution Area in accordance with the specifications of the Statement of Work. Contractor will provide experienced and professional personnel (w/team lead) knowledgeable on wheeled cart equipment products and is able to independently and properly assemble and install wheeled shelving carts per manufacture product instructions. Carts layout/placement and configuration will be according to government customer approved design, layout instructions, and satisfaction. Additionally, contractor will remove and properly dispose existing/old carts (approx. 80-90) with de-assembly required off-site due to on-site space constraints/limitations. Contractor will assemble carts off-site and deliver carts assembled to ALM Distribution Area due to space constraints (some on-site cart assembly modifications may be required due to unforeseen space and dimension restrictions and any change to basket height and shelf levels). Contractor will communicate/coordinate with the government representative to deliver contract line items at government specified date and time. The deliveries will be in at least two different delivery phases to allow for inventory and space adjustment and re-stocking efforts resulting from internal stock material inventory shifts/relocation. After completing necessary work-related tasks contractor will remove all packing material/containers and clean premise area daily. Full installation will not be considered complete until on-site government representative deems acceptable. Operations will be contractor led/supervised and performed during normal duty hours 8am-4pm (CST) Monday-Friday. A contractor and government communication and coordination to required prior to any commencing of any contract related tasks. Salient Characteristics Wheeled basket shelving carts of 48 x24 x81 (4 usable levels) and 5 x 30 x81 (5 usable) levels Basket and flat carts will allow shelves to adjust and units be stabilized Basket dividers will allow creation of compartments within each basket and shelf level Drop front and sloped sides provide easy access to stored items Bulk storage dividers 8 and 12 Chrome wire shelving adjustable with baskets Galvanized steel cart base Neoprene castors Translucent plastic liners (.035) for basket base which prevent items falling Brake lock and sealed bearing system Location Audie L. Murphy VA Memorial Hospital, 7400 Merton Minter Drive, San Antonio TX 78229, Distribution Area/Room Period of Performance FY 2020 Deliverables/Supplies According to contract specifications and Statement of Work Government Inherent Functions: Contractor shall not perform inherently governmental functions. This includes, but is not limited to, determination of agency policy, determination of Federal program priorities for budget requests, direction and control of government employees, selection or non-selection of individuals for Federal Government employment including the interviewing of individuals for employment, approval of position descriptions and performance standards for Federal employees, approving any contractual documents, approval of Federal licensing actions and inspections, and/or determination of budget policy, guidance, and strategy. Information Systems Officer, Information Protection:��� The contractor will not have access to VA Desktop computers, nor will they have access to online resources belonging to the government while conducting services. If removal of equipment from the VA is required, any memory storage devices, such as hard drives, solid state drives and non-volatile memory units will remain in VA control and will not be removed from VA custody.� Privacy Officer:� The contractor will not have access to Patient Health Information (PHI) nor will they have the capability of accessing patient information during the services provided to the VA.
