Description
By way of this Market Survey/Sources Sought Notice, the United States Section of the International Boundary and Water Commission (USIBWC) intends to determine the extent of contractor that are engaged in providing the services and construction described in the Government Requirements paragraph of this notice. The responses to this Notice will be used for planning purposes for a potential upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of an RFP; nor does it commit the government to contract for any service, supply, or construction whatsoever. Furthermore, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. GOVERNMENT REQUIREMENTS: The project proposed includes design and construction (design-build) for rehabilitation improvements for the Rio Grande levee at Edinburg Pump Station in Hidalgo County, Texas. The proposed work is located completely within the United States in the USIBWC Lower Rio Grande Flood Control Project but is directly adjacent to the international border with Mexico. The pump station is located at Peitas, Texas and is operated by Hidalgo County Irrigation District No. 1 (HCID1). While proposed work will be located on USIBWC right-of-way, the Contractor would have to obtain a construction easement from HCID1. The levee is also adjacent to the Department of Homeland Security (DHS) border wall. The proposed work is to be performed to provide flood control to the area and provide levees that meet FEMA requirements (44 CFR 65.10) and U.S. Army Corps of Engineers' Engineering Manual 1110-2-1913. The proposed project generally consists of design and construction of approximately 800 linear feet of levee improvements, including earthen embankment, concrete floodwalls, and associated ramps. The proposed levee rehabilitation design will include analysis/investigations of the existing levee for seepage remediation and raising the top of levee as needed, conducting any additional geotechnical investigations and testing required, and assessing all structures within the levee for rehabilitation. HCID1 has constructed a portion of floodwall on the gap between their pump house and USIBWC's levee. The proposed work will require coordination with HCID1 to tie-in the design and construction to the floodwall they built. Coordination with their contractor may also be required. Design and construction would include appropriate levee tie-in to the pump house structure and account for sensitivity in working adjacent to the pump house. The proposed design and construction of the levee improvements at the border wall would also require incorporating DHS tactical infrastructure requirements and coordination with DHS to design and construct different types of border wall at specific sections. The estimatedmagnitude of design and construction cost for this project is between $1,000,000 and $5,000,000. REQUESTED INFORMATION: This Agency requests that interested Contractors indicate that they are capable of providing the required design services and construction and provide the following information. Full name and address, point of contact, phone number, and e-mail address of the Contractor, and the Design Firm, if subcontracted. Contractor's DUNs number. Contractor's business size (i.e. small business, 8(a), HUBZone, service disabled veteran owned small business, etc.). Is the company currently ""active"" at the System for Award Management (http://www.sam.gov)? Is the company capable of obtaining a performance and payment bond for a construction contract for the aforementioned project magnitude? Is the company interested in performing as a subcontractor or prime? In the consideration of the aforementioned requirements, if your company were to see a Request-for-Proposal for this planned procurement within the next six months, would your company be interested in providing a proposal? Does the interested vendor have experience in the work described for this project? If so, how many years? Provide a capability statement expressing the company's interest and the ability to meet the requirements. Your response is limited to 10 pages (front and back, 12 point font) and should address the following: Qualifications to perform the design and construction of the proposed project. Past experience in performing work of similar magnitude, size and complexity. List of key personnel in the company. SUBMISSION OF RESPONSES: Respondents interested in providing a response to this Notice shallprovide their submittals to Lanisa.McCollum@ibwc.gov prior to 4:00 p.m. (MDT) on April 10, 2020, (ensure that the number & title of the Sources Sought Notice of ""191BWC20SS1, Edinburg Pump Levee, is included in the subject line of the email).Any electronic files CANNOTEXCEED this Agency's size limit of 20MB (includes email and its attachment); files exceeding this size will be deniedaccess to the respective email inbox. DO NOT SUBMIT A PROPOSAL, BROCHURES, OR ANY ADDITIONAL INFORMATION OTHER THAN THE INFORMATION REQUESTED. Negative replies are welcomed.
