This is a SOURCES SOUGHT ANNOUNCEMENT and is for informational and market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The proposed action will be a construction project with a firm-fixed price contract. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. The purpose of this sources sought announcement is to gain knowledge of potentially qualified Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractor sources; as well as their size classifications relative to the NAICS code 237990, FSC code Y1KF, and Small Business Size Standard of $30 Million. Depending upon the responses associated with the business categories listed above, the solicitation will either be set aside in one of those categories or be issued as unrestricted and open to both small and large businesses. After review of the responses to this announcement and if the Government still plans to proceed with this project; a separate solicitation announcement will be published on www.betaSAM.gov). Responses to this announcement are not an adequate response to any future solicitation announcement. FY20 Quillayute Hydraulic Maintenance Dredging Project Details: Seattle District requires maintenance hydraulic dredging of approximately 60,000 cubic yards of sediment from the Quillayute River outer and inner channel and access lanes of the boat basin and disposal of the dredged material at two nearby designated placement sites (Site A and Site B). The purpose of the project is to ensure a navigable waterway for the USCG and Tribal fishing fleet in the Quillayute River Federal Navigation Channel. The dredging depth is 10 feet with an additional 2 feet of allowable overdepth. The dredged material in Site A shall be confined in a basin surrounded by a berm constructed from onsite material by the Contractor. Dredging shall be accomplished by a minimum 12-inch or larger diameter (measured at the discharge pipe), hydraulic pipeline �mechanical� cutterhead suction dredge. �mechanical� refers to the method of agitation or breaking up of consolidated bottom sediment. Water jets or augers (such as but not necessarily limited to horizontal cutterheads) are not an acceptable alternative.� The Quillayute River current velocities can average 3 knots during a regular ebb tide and increase to 4 knots or more during periods when the river is running high from a storm and/or flood event. Additionally, large woody debris (trees with root balls, etc.) and other obstructions and natural and anthropogenic debris frequently in the river during storm and flood events. Work would begin as early as 1 September 2020 and all in-water work must be completed by 28 February 2021. Dredging and placement will occur during storm and flood season. The magnitude of construction is $1 Million to $5 Million. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements, as indicated in this posting, to submit a capability statement consisting of the information listed below. The company's CAGE Code and DUNS number. Evidence of capabilities to perform comparable/relevant work on three recent projects (not more than�ten years old), including project name, nature of work, completion date, total contract value, and your company's level of involvement in the project. Please provide at least one point of contact (with email address and phone number) for each project for project validation. Describe your method of achieving success on this project.� Include whether you own a dredge plant that meets the project requirements. Provide one or more examples of your firm's experience working in highly dynamic coastal environments.� This is critical to the current requirement. �Describe your familiarity with the challenging marine and meteorological conditions at Quillayute, Washington Any brochures or currently existing marketing material may also be submitted with the capabilities statement.� Past performance information is welcome.� Past performance documentation should include contact names, as well as a description of the services provided, contract type (i.e., fixed price or cost), and dollar value. The capabilities statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate existing or developed expertise and experience in relation to the areas specified in the above synopsis. After completing its analysis, the Government will determine whether to limit competition among Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractor sources or proceed with competition among all small business firms or full and open competition.� Email your response to Gregory Cook at gregory.a.cook@usace.army.mil by close of business on 25 March 2020.
