Description
SOURCES SOUGHT:� The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), intends to acquire a lodging and transportation services for students attending training classes at the National Weather Service Training Center (NWSTC), located at 7220 NW 101st Terrace, Kansas City, MO 64153.� The upcoming contract�s period of performance will be for five years, from September 30, 2020 through September 29, 2025. The lodging facility requirements shall include, but are not limited to: a.�The lodging facility shall be no more than 15 minutes� drive time (one way) or 5 road miles (one way) from the NWSTC. b. �A public restaurant shall be available on the premises or within 0.1 mile.� The restaurant shall be open throughout the day, 7 days per week, Sunday through Saturday, including Holidays.� Breakfast, lunch and dinner shall be served.� The restaurant shall be open for breakfast by 6:00 a.m. every weekday morning and have smoking and non-smoking sections available.� At a minimum, a 10% discount shall be offered for all menu items at all times.� Transportation to and from the restaurant and the motel/hotel shall be provided if the restaurant is not on the premises. c.��The Contractor may be required to cash large ($2,000 to $3,000) official checks (i.e. Treasury Department), for foreign national students, apply part of the same to student�s housing bills, and let students draw the balance during the period they are in training.� The Contractor may impose reasonable controls upon the check cashing service, such as a $100.00 limit on personal checks, 24-hour advance notice for payroll checks, one check per day, or similar reasonable restrictions. d.� The Contractor shall have in-house capability to accommodate an estimated number of 115 students and guest instructors at one time.� All students and guest instructors shall be lodged at one site.� The Contractor shall not subcontract facilities at other locations e.� A common room with a minimum of 200 square feet shall be available exclusively for the use of students for study and social activities.� If this room is normally a room used for sleeping, the bed(s) shall be removed and a minimum of two tables, eight chairs, microwave, TV, VCR, and refrigerator shall be provided.� It shall be cleaned on a daily basis and maintained as would any guest room.� f.���The lodging facility shall have meeting rooms on the premises for special NWS meetings.� Facilities shall be large enough to accommodate groups ranging in size from 12 to 50 persons.� The price for use of these rooms shall be negotiated, and the contract shall be modified appropriately.� The Government does not guarantee use of such facilities. g.���The lodging facility shall have a sanitary and mechanically maintained swimming pool.� Recreational facilities such as game room, tennis courts, and exercise facilities shall be available.� An on-site location is desirable. h.��The lodging facility shall have a business center with no less than one computer and one printer for guest use The transportation requirements shall include, but are not limited to: a.��Students shall be provided one round trip per day from the Contractor�s facility to the NWSTC, except Saturday, Sunday and federal holidays; b.��Students MUST arrive at the NWSTC at least 15 minutes before classes begin and depart no later than 15 minutes after classes end.� Normally, classes begin at 8:00 a.m. and end at 4:00 p.m.� A few classes begin at 7:30 a.m. and dismiss at 5:00 p.m.� Occasionally, rotating training shifts may require transportation at odd times.� For example, some classes may begin at 6:00 a.m. and dismiss at 6:00 p.m.� The last day of class often dismisses early; c.� The Contractor shall furnish, as a minimum, scheduled shuttle services to/from a nearby mall or other large shopping and restaurant area that provides food/retail/ entertainment services.� If the retail area is spread out, multiple pickup and drop-off areas can be specified.� A minimum of two (2) round trips shall be provided between 4:00 p.m. and 11:00 p.m. weekdays.� A minimum of four (4) round trips shall be provided between noon and midnight on Friday, Saturday, and Sunday. d. The Contractor shall furnish shuttle service to and from the Kansas City International Airport for arrivals and departures of students. CAPABILITY PACKAGE:� This is not a solicitation nor is a solicitation available at this time.� A decision as to whether this acquisition is set-aside for small business will depend upon responses to this announcement. �Contractors interested in this requirement must respond to this notice with brief supporting documentation to demonstrate that they are capable of performing the attached Performance Work Statement.� Responses shall contain company name, address, point of contact, telephone number, email address, socioeconomic category, and business size for the specified NAICS code 721110.� All interested parties must submit their company information in no more than 10 pages, which includes technical descriptions, pictures, etc.� Responses must be submitted in Adobe pdf. format to the attention of Jason S. Niederwerder via email at jason.niederwerder@noaa.gov. Responses are due no later than Monday, March 16, 2020 at 4:00 PM CST.� The following information must be submitted in the capability statement: 1) Proof that the lodging facility is no more than 15 minutes� drive time (one way) or 5 road miles (one way) from the NWSTC. 2) Documentation to show that the contractor has in-house capability to accommodate an estimated number of 115 students in single-occupancy rooms at one time. 3) Documentation to show that rooms are suites or comparable type rooms consisting of a minimum of one bedroom, sitting area and kitchen with table and chair, have a minimum of 200 square feet excluding the bathroom, and that there are enough suites in the facility to provide all students with equal accommodations. 4) Documentation to show that the contractor can meet the transportation requirements specified herein and the Performance Work Statement. The DOC, NOAA, Eastern Acquisition Division-Kansas City Office requires that all contractors doing business with this office be registered with the System for Award Management (SAM).� No award can be made to a company not registered in SAM.� For additional information and to register in SAM please access the following web site: https://beta.sam.gov.�
