- This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10.� This notice is issued by the Coast Guard Shore Infrastructure Logistics Center (SILC) Norfolk, VA to identify Small Businesses, capable of providing Snow Removal Services for the U.S. Coast Guard Academy, New London, CT for one (1) base period plus four (4) option periods, if exercised by the Government, with an anticipated start date of October 1, 2020. This Sources Sought does not constitute an Invitation for Bid or a Request for Proposals, nor should it be considered as a commitment on the part of the Government. The information received will not obligate the Government in any manner nor will the Government reimburse companies for any costs associated with submittal of this Sources Sought. Summary of Services The work is to provide Snow Removal services for a period of a base period and four (4) option periods. The following is an extract from the PWS and intended to provide a general description of this requirement. The objective is to provide safe and accessible paved surfaces to emergency response vehicles, Academy faculty, staff, students and cadets during periods of inclement winter weather. Snow removal and salting services shall be performed in the following areas: ����������� a.�������� Academy and CDC roads, driveways and parking lots ����������� b.�������� Cadet Memorial Field (synthetic turf field). ����������� c.�������� Minor salting mobilizations. ����������� d.�������� �Call Back� mobilizations for minor plowing and salting services. ����������� e.�������� Extraordinary snow accumulation. TASK ONE - Snow and/or Ice Clearing Mobilization for Roads and Parking Lots. TASK TWO - Snow and/or Ice Clearing Mobilization for Cadet Memorial Field. TASK THREE - Minor Salting Mobilization. TASK FOUR �Call Back� Mobilization for Minor Plowing and Spreading of Salt. TASK FIVE � Extraordinary Snow Accumulation. Specific to TASK TWO- TURF:� The Contractor shall exercise extreme care when removing snow and ice from the artificial turf field to ensure no damage to the playing surface and subsurface. The artificial turf field is designed for a maximum load bearing capacity of 70 pounds per square inch. The field manufacturer�s recommendation indicates that during snow removal operation, do not attempt to scrape the surface clean, leave approximately � inch of snow, to avoid removal of the rubber crumb and minimize the potential for damage to the surface. When the official RFQ is posted, the Contractor will be required to submit with their quote a snow removal plan demonstrating their understanding of this work. The snow removal plan shall specify in detail how the Contractor plans to remove the snow and the equipment to be used.� The Contractor�s list of equipment shall be supported with one copy of the manufacturer�s specification. �**In response to sources sought, contractor MUST include how they plan to remove snow from TURF FIELD so that there is no damage to the turf.** All Interested parties should provide responses to the contact representative below by email. Please provide your capability statement to include the following information: business size (SB, VOSB, SDSB, HUB, 8(a), SDB, WOSB, etc.), name and address of company, point of contact along with phone number, and past performance. Past performance information should include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Interested parties are asked to furnish this information for at least three (3) contracts, ongoing or completed within the last three (3) years, for like or similar services, held with the USCG, other Government agencies or private industry. Business agencies must register a business profile with the System for Award Management (SAM). If you are not registered, you may request an application at (866) 606-8220 or through the SAM website at http://www.sam.gov.�� Questions over the telephone will not be taken. Keep in mind, this is a sources sought to help identify if there are any potential offerors and to research the federal market to understand the competition. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information regarding this research. The applicable North American Industrial Classification Systems (NAICS) is 561730 (Landscaping services) standard size value of $8 million. The Government will incur no obligations or liabilities to anyone for any costs or expenses incurred by the respondent in responding to this sources sought. Not responding to this request does not preclude participation in any future RFQ. The information provided in this sources sought is subject to change and is not binding on the Government or the respondent. As such, to the extent that any information submitted in response to this sources sought is marked as, or construed to be proprietary or business-sensitive, respondents are hereby notified (a) about the potential that such information may be disclosed to third parties and (b) that submission of information in response to this sources sought constitutes consent to such handling and disclosure of submitted information.
