- This is a source sought synopsis to determine the availability of potential small business (SB) sources capable of providing the Department of the Navy, Bureau of Medicine and Surgery (BUMED) Risk Management Office with the review, evaluation, statistical analysis and trending of data reports and preparation of reports and presentations related to the ongoing requirements of the Department of Defense (DOD) Patient Safety (PSP) Infection Control and Quality Assurance Program (QAP). The Bureau Medicine and Surgery, Director of High Reliability for Risk Management, Quality and Patient Safety (BUMED M51) requires executive level subject matter experts (SME) to prioritize projects and to produce in depth accurate data analysis to drive policy and program changes for Navy High Reliability Program with a focus on Patient Safety (PSP) Infection Control and Quality Assurance Program (QAP). These programs will support Navy Medical Treatment Facilities (MTFs) during transition and operational fleet and marine and readiness platforms post transition. The SME supports the review, evaluation, statistical analysis and trending of data reports related to the ongoing requirements of the Department of Defense (DoD) and external accreditation agencies related to the Navy Patient Safety (PSP) Infection Control (IPC) and Quality Assurance Programs (QAP). The PSP support, in addition to data gap, risk analysis, and trending, serves as a subject matter expert for operating the database used by our 31 MTFs during transition. The PSP support provides expert knowledge of the system to engage in problem solving, and serves as a consultant to the fixed base and operational units for report design, searches, classification and other questions and concerns for using the event database. Annually, there are over 13,000 events collected plus the addition of the fleet and marines units using the software. The major functions for PSP and QA include: 1) Data Collection, Analysis, and Tracking; 2) Reporting; 3) Briefings, Meetings, Presentations, and Communications; and, 4) Training/Instruction to explain how to utilize all the various features and capabilities on the databases, to include definitions and terminology. The period of performance for the anticipated contract will run from 28-September-2020 through 27-September-2021 with four (4) one-year option periods. A Firm Fixed Price contract is anticipated. The Government intends to sue the policies contained in FAR 13.5, Simplified Procedures for Certain Commercial Items, in its resultant contract for the services described herein. The requirements in FAR Part12, Acquisition of Commercial Items, apply to this procurement. Quoters possessing the requisite skills, resources and capabilities necessary to perform the stated requirements are invited to respond to this market research survey/sources sought synopsis via the submission of an executive summary, no more than two (2) pages in length. The submission should include the following information: (1 ) company name, address, point of contact with corresponding phone number and email address; and business size under NACIS 541990; (2) relevant experience. Relevant experience is defined as experience (within the past five years) to the major functions defined in this source sought synopsis. The relevant experience should identify the applicable contract number; total contract dollar amount; contract period of performance; details of the relevant services provided to include a brief description of the services performed, and a customer point of contact with corresponding telephone number and email address.
