- Notice of Intent to Sole Source The Naval Supply Systems Command, Fleet Logistics Center Jacksonville, FL intends to issue a sole source award to Crystal Instruments, Corp for various Vibration Detection System (VDS) software licenses for Trident Refit Facility, located in Kings Bay, GA under the authority of FAR 13.106-1(b)(1). Qualified vendors for this requirement must be and provide proof they are an authorized distributor of Crystal Instrument Corp and able to provide all below listed required supplies. This contract is for a one-year license service. The government anticipates award of a single firm fixed price contract for supplies, using the Simplified Acquisition procedures of FAR part 13, with an anticipated award date of 15 March 2020. CLIN 0001 Primary Vibration Diagnostic System (VDS) License for One User, complete system including route vibration and process data collection, trending, bump test, coast up/run down, vibration analysis tools, machine health tracking, machine class and components library, machine builder, automated diagnostics with rules and reports. CLIN 0002 Vibration Diagnostic System (VDS) Additional User, for each team member who needs to manage route data collection, uploading/downloading, trending, perform bump tests, coast up/run down, access vibration analysis tools and health tracking. CLIN 0003 Rule Builder, License for One User, includes tools for creating and adding new machine class and component level elements and rules CLIN 0004 Extended Software Subscription, One Year. Updates, fixes, and new software features. CLIN 0005 ZOOM Spectrum Analysis. Compute FRF, coherence, auto power spectra and phase spectra within user-defined frequency band to achieve very high frequency resolution. All responsible sources may submit a capability statement, or quotation, which shall be considered by the agency. All responses to this notice must be in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. Send all responses to this notice to YAYNEL.YAMBO1@NAVY.MIL no later than Noon Eastern time, 11 MARCH 2020. (Oct 2014) ����� (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government.� The Government will award on the basis of price unless the Contracting Officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. �In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote. ����� (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). ����� (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
