- Description
- The National Aeronautics and Space Administration (NASA), Armstrong Flight Research Center (AFRC) has a requirement to refurbish two (2) Kineto Tracking Mounts (KTM). �Under the requirement, NASA-AFRC intends to solicit and award a sole source contract directly to L3Harris/Brashear, 615 Epsilon Drive Pittsburgh, Pennsylvania 15238 under the authority 10 USC 2304(c) (1) and FAR 6.302-1 ""Only one responsible source and no other supplies or services will satisfy agency requirements."" The Government intends to acquire a commercial item using FAR Part 12. Justification is based upon the following facts: 1.�� �The KTM's were custom manufactured by Brashear 2.�� �These KTM's use a non-standard digital control system that was developed by Brashear 3.�� �No other company has access to the proprietary documentation and drawings belonging to �L3/Brashear Under the requirement, the contractor shall provide the following:� Refurbishment of inductosyn assemblies, resolver assemblies, position potentiometers, brake and stow micro-switches, trailer and mount level assemblies, KTM azimuth base beveling assemblies (leveling feet) and azimuth base seal. Include necessary mechanical mounting alterations for new slip ring/optical rotary Joint assembly, new slip ring assembly and 6 pass optical rotary joint. �Evaluate the Elevation and Azimuth ACM. Provide factory verifications on KTM, Cabling, and DCS. Provide Center Platform Installation (Center Platform Provided by NASA). A detailed report of repaired and replaced items. � The physical Modification will include the delivery, installation and testing of the new camera and fiber rotary joint system and associated hardware. Training shall be provided on the operational use, preventive and corrective maintenance of the camera system and the fiber rotary joint system; including all applicable manuals, drawings and test data pertaining to the camera and fiber rotary joint system. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 PM PST on March 25, 2020. �Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
