- This is a pre-solicitation notice. The Bureau of Land Management (BLM), National Operations Center, P O Box 25047, Denver, CO is a seeking a qualified contractor to provide fee collection and permit sales services for the Imperial Sand Dunes Recreational Area (ISDRA) Imperial County, Imperial, CA. The pre-solicitation notice is an advance notice of a Solicitation. Quotes are not being solicitated or accepted at this time. The solicitation number is 140L0620R0008 and will be posted on or about 3/20/2020 and close on or about 4/17/2020 EST at 1700 hours. The NAICS code is 721211, RV (Recreational Vehicle) Parks and Campgrounds with a size standard of $8 Million. This will be advertised as unrestricted under full and open competition. The Government will award a firm fixed incentive contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Description of Work: The ISDRA, managed by the BLM�s El Centro Field Office, is in eastern Imperial County, California. At 40 miles long and averaging five miles in width, covering almost 160,000 acres, the largest area for sand dune off-highway vehicle (OHV) recreation experience in the United States. It draws visitors from throughout California as well as other states and receives the highest visitor use concentration of any BLM recreation area in the country. 2019 annual sales were 5,698 seasonal and 54,580 weekly permits. The contractor will develop seasonal and weekly permits, based on prior sales history, for sale to the public. The Government requires a contractor to successfully collect fees from permit sales (online, offline including two ranger stations at the ISDRA, and third-party vendors) and provide quality customer service to the visitors who recreate at the ISDRA. The BLM requires the contractor to provide convenient opportunities to purchase the permits on and offsite and online. Performance of Work: The Contractor shall furnish the necessary labor, equipment, supplies, permits, tools, WI-FI at the Ranger Stations, fuel, and transportation and manage the Fee Collection Services as outlined in the solicitation and performance work statement. The Contractor will manage all permit sales for the ISDRA during the contract period including but not limited to establishing a website for visitors to purchase permits online, management of Contractor staff at the Cahuilla and Buttercup Ranger Stations, customer Service, development and supply of weekly and seasonal permits for sale, secure cash handling of fees collected from permit sales, timely electronic deposits of all fees collected within the surety bond amount, customer service, reporting of accurate permit sales and electronic deposits and submission of monthly reports. The Contractor must provide a surety bond at the Post Award Conference in the amount of ONE MILLION DOLLARS ($1,000,000.00). The Contractor shall not begin performance until proof of such a bond is furnished. The Contractor shall deliver ten (10) weekly permits and ten (10) adhesive seasonal permits to the BLM no later than 07/01/2020 for government destructive testing. These permits shall be delivered to the Contracting Officer�s Representative (COR) at 1661 S. 4th St. El Centro, CA 92243. Each contractor employee staffing the ranger station must pass a HSPD-12 security clearance. The contractor shall submit to the BLM a monthly report showing all the permit sales/collections, by method to the BLM with the monthly invoice. All responsible parties must be registered and active in www. Sam.gov and have a Duns and Bradstreet (D&B) number.
