- Notice of Intend to Award Sole Source The Department of Veterans Affairs Administration, Network Contracting Office NC02, and The Molecular section of the Pathology & Laboratory Medicine Service for East Orange and Syracuse VA Medical Centers require BioFire Film Array Panels (reagents) to be use with the BioFire Film Array (Torch) instrument. The BioFire Blood Culture ID panel (reagents) will allow East Orange and Syracuse VA Medical Centers to manage patients sooner and decrease inpatient length of stay. Quicker answers will lead to better patient satisfaction and reduced inpatient cost. Presently there is no other manufacturer that offers such extensive identification list for blood and respiratory pathogens as the BioFire Diagnostics technology. This request is for a blanket purchase agreement for base plus two (2) option years as the frequency of sepsis is unpredictable. Justification for Sole Sources: BioFire Diagnostics technology also meets the National Patient Safety Goals and Joint Commission requirements to reduce whole blood volume as much as possible on all lab testing. The BioFire Diagnostic Reagents are the only reagents that can be utilized on the BioFire Diagnostic FilmArray Analyzer which is used by the Pathology and Laboratory Medicine Departments. The Film Array Test Panels are an FDA approved closed PCR system for the detection of infectious agents. The Film Array instrument integrates sample preparation, amplification, detection, and analysis into one simple system that requires approximately two minutes hands on time and has a total run time of approximately one hour. The Film Array Blood Culture Panel tests for a comprehensive list of twenty-four pathogens and three antibiotic resistant genes associated with difficult to treat blood culture infections and high mortality rates. The results are available within one hour, providing fast and accurate information for successful patient treatment and timely patient discharge. DETERMINATION: Based on the above findings and in accordance with the cited authority, I hereby determine that it is not feasible or practical to invoke the competitive solicitation process under either Section 402 or 403 of the District of Columbia Procurement Practices Reform Act of 2010 (D.C. Law 18-371; D.C. Official Code � 2-354.02 or 2-354.03).
