Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Ashby, Neil located in Boulder, CO, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source to acquire services for a Physicist in Support for the Atomic Standards Project. The Contract Period of Performance is 12 months after Receipt of Award with 4 Optional Years. �� Dr. Neil Ashby is uniquely qualified to provide the required services. Dr. Neil Ashby possess extensive experience in the prediction and calculation of special and general relativistic effects on clocks both terrestrial and in orbit, a unique knowledge of atomic time scales, atomic time and frequency transfer operations, analysis of noise �processes that are important in clocks, demonstrated research capabilities in relativity effects, time and frequency measurement an time scales and is familiar with primary frequency standards, and has an advanced post-doctoral education in Physics and time and frequency metrology. The NAICS Code is 541690, Other Scientific and Technical Consulting Services, with a small business size standard of $15 Million. NIST anticipates negotiating and awarding a firm-fixed-price contract to Ashby, Neil for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by June 1, 2020. All responses to this notice of intent must be submitted to angela.hitt@nist.gov no later than March 20, at 11 a.m. MST.
