- THIS REQUEST FOR INFORMATION (RFI) 36C26220Q0484 - IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a source sought/RFI for market research only. The purpose of this source sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 511130 (size standard is 1,000 Employees). Responses to this source sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought, a solicitation announcement may be published. Responses to this source sought synopsis are not considered adequate responses for a solicitation announcement. Vendor Requirements: Vendor shall provide application on 04/30/2020. Vendor shall quote all items under this requirement. Vendor shall provide standard warranty on the product starting from the first day of delivery. STATEMENT OF WORK FOR THE KRAMES ON DEMAND PATIENT EDUCATION APPLICATION AND LICENSE RENEWAL Background. The Library is the primary organizational unit at the health care facility level authorized to purchase, organize, control, store, and disseminate books, journals, audiovisual (AV) software, electronic resources, and other learning media. The Library needs to expand the range of resources and services available to the local health care facility by participating in local, regional, state, and national government and other professional library or informatics networks and systems. Through the very function, the VA Education Service library provide access to information in conjunction with the program, assist users in the process of information literacy and last but not least, are training centers for specialized personnel. Keeping the traditional elements of novelty the VA library adds information, offering users new ways to information and documentation. VA library keep the traditional services of information, gradually adding elements of remotely electronic access which users can access from anywhere: from the library or from a terminal connected to the web page. Scope. A license to the patient education application shall include access to and provide the following: Content should include single-topic, evidence-based, peer-reviewed health sheets that present information at a 5th to 8th grade reading level and use detailed graphics, when appropriate. Health sheets should be customizable by individual health care clinicians. Health sheet content should be comprehensive in scope and include materials in English and Spanish. High-demand health sheet content will be available in additional languages. Drug information sheets should be available, and medication information should be updated continuously. Program shall be compatible with VA Computerized Patient Record System (CPRS), in order to allow access to the program through the TOOLS menu. Program shall contain a feature that allows each medical center to add VA-specific content or edit existing vendor content to meet local needs. Program shall allow clinical users to create personal folders of frequently used content. Program shall allow for printing at several different font sizes to aid readability for veterans with impaired and/or declining vision. Program must be supported and hosted on the web by the vendor. Vendor must supply usage reports by individual facility. Vendor must incorporate VA provided logos and information in header and footer of health sheets. Vendor must accept and respond to feedback regarding the content of materials and will allow the VA to submit ideas for additional topics. Specific Tasks. The contractor shall allow access to multiple simultaneous users to all electronic subscription from any web-enabled computer within VA Loma Linda. The vendor shall provide access to telephone support during business hours Monday through Friday and a service line available 24 hours a day/7 days a week to receive service requests. The vendor shall provide email technical support during business hours Monday through Friday and a service line available 24 hours a day/7 days a week to receive service requests. The contractor shall submit monthly Statistical Usage Report. Salient Characteristics Application shall have the following Salient Characteristic s: Custom content builder to allow full customization to the local facility and VISN level. Availability and full use of media image library. Full access to health information sheets material library Provide all health sheets in both English, and Spanish (other languages optional) to support Veteran and families who speak other languages Provide patient health education sheets that span across all diseases, diagnosis and the continuum of care including inpatient and outpatient focuses. Customized materials already set up in file. Ability to embed direct links in Computerized Patient Record System. Ability to customize to the individual patients at the point of care by adding personalized notes and additional instructions regarding their unique plan of care. Ability to create folders of frequently used content. Allows staff to independently create folders of health information sheets of specific health topics at the point of care, local facility level. Theses folders that allow staff to save and quickly retrieve the health information sheets to use at the point of care to provide patient education. Security Requirements The C&A requirements do not apply, and that a Security Accreditation Package is not required. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI).
