Description
This is a Sources Sought Notice only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this sources sought notice is to obtain information regarding: (1) The availability and capability of qualified sources/ availability of competition; and (2) to find a�small business size and socioeconomic status (e.g. total small business, HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small business; woman-owned small business; woman-owned small businesses; small disadvantage businesses), relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The Government will utilize this information in determining an acquisition strategy, including whether a set-aside is possible. BACKGROUND: The NIEHS employs approximately 1000 employees including visiting fellows and intramural research training awardees. The NIEHS headquarters is located in the Research Triangle Park in Durham, NC apart from the main campus of the National Institutes of Health (NIH) in Bethesda, Maryland. In November 2013, NIEHS opened a 1500 square foot fitness facility. This space includes a dedicated 700 square foot room for classes. The current membership for the fitness room is 594 members, of which approximately 30% visiting the fitness room on a monthly basis.� The NIEHS fitness, wellness, and recreation programs are currently managed under a contract. Employee engagement and participation in these programs and fitness room activities has seen growth along with a vested interest in continually offering a variety of health and wellness programs for those that work at NIEHS. Employees are interested in a variety of both low and high impact fitness classes, including aerobics, cardio, strength training, stretching; as well as, specialized classes such as Yoga, Pilates, and others. Classes are offered early morning, during the lunch hour, in the afternoons. The following recreation leagues are currently active or have been previously active: pickleball, basketball, volleyball, softball, golf, bowling, and soccer.������������ � PURPOSE AND OBJECTIVES: The contractor shall be responsible for the overall maintenance and management of the on-site fitness room and recreation and wellness programs. The contractor shall be responsible for the scheduling and teaching of classes, processing new members, collecting fees, creating individual exercise programs upon request, designing initiatives and programs that attract and retain members, as well as the routine upkeep and sanitation of equipment. It shall be the responsibility of the contractor to coordinate participation in intramural leagues. The contractor shall provide recreational opportunities of interest to employees. The contractor shall communicate recreation and wellness information and conduct or arrange quarterly wellness/fitness seminars according to the needs, preferences, and/or feedback of the NIEHS employees. Objectives during the performance period are to: Maintain or increase the current fitness center enrollment (utilizing electronic system); Offer fitness classes geared towards employee interest; Schedule and provide periodic health, wellness and/or fitness seminars; Keep fitness center and equipment clean and operational; Offer a variety of recreational activities; and Promote and communicate fitness center program information and opportunities for employees to improve their health and reduce stress through participation in fitness/wellness activities. ANTICIPATED PERIOD OF PERFORMANCE: The Government anticipates a one-year (12 month) base contract with four (4) one-year option periods. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement will be classified under the NAICS code 713940 � Fitness and Recreational Sports Centers ANTICIPATED CONTRACT TYPE: The anticipated contract type will be a firm fixed price contract type.� PERFORMANCE LOCATION: The fitness facility is located at: NIEHS Main Campus 111 T.W.
