- Description
- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04, dated January 15, 2020. The associated North American Industrial Classification System (NAICS) code for this requirement is 336411 with a small business size standard of 1,500 employees. This acquisition is being competed under full and open competition. The Intelligent Systems Division (ISD) at NIST conducts research in various robotics disciplines. The Emergency Response Robots project is helping develop standards for ground, aquatic, and aerial robots that are used for public safety applications. The project owns several models of small unmanned aircraft systems (UAS) from multiple manufacturers. These UAS are used to help design and validate the tests being developed. Having a variety of UAS in-house allows the project to address a wide range of capabilities in the tests. The specific drone that is required via this acquisition is the Parrot Anafi (Brand Name Only) Thermal drone. This drone is able to capture a thermal image from a very small aircraft and has many potential applications in public safety. The Parrot Anafi (Brand Name Only) Thermal drone will be used to design and validate new tests that exercise some of its unique characteristics. These tests will help evaluate the performance of similar UAS and to train UAS pilots. The contractor shall provide the Parrot Anafi (Brand Name Only) Thermal Drone and Accessories as detailed in the following sections. All offerors shall be authorized resellers/distributors/partners of Parrot Drones. See attached Solicitation and Applicable Provisions & Clauses. Amendment 001: The purpose of this amendment is to respond to a question posed by a potential offeror. The question and answer are listed below. There are no changes made to the Solicitation or its attachments. All terms and conditions remain unchanged. Question: The Specifications state that the controller must be compatible with mobile devices with screen sizes up to 10"". I am only seeing Parrot controller specs that meet 6"" screen sizes. Is this acceptable or do I need to keep researching? Answer: The ""Tablet Holder"" that NIST requires with this drone (per the Specifications for CLIN 0001) will accomodate devices with screen sizes up to 10"". The controller without the ""Tablet Holder"" will only accomodate screen sizes up to 6.2"". Therefore, with the ""Tablet Holder"" included as required, screen sizes up to 10"" shall be accomodated.
