Description
The Army Contracting Command-Redstone Arsenal (ACC-RSA) has a requirement for engineering and technical support in the area of the Air and Missile Defense Workstation (AMDWS) Online Delta Training.�� AMDWS 7.0.1 training requires a full week of in person operator and a full week of system administration training.� This is a costly process that takes over two years to train and field the entire force.� Incremental fielded updates to AMDWS 7.0.1 can be taught virtually in a web-based environment.� AMDWS 7.0.3 online delta training will provide such web-based instruction so soldiers can train remotely, be certified on changes to earlier AMDWS versions, and receive the new AMDWS software.� This low-cost alternative enables AMDWS to field within months versus within years.� This training will be hosted on LANDWARNET University, and will be similar to previous AMDWS online delta training courses hosted on that site and include a final exam to ensure proficiency of the course of instruction.� The contractor must be familiar with AMDWS 7.0.1, which is the base version of AMDWS, and details of changes between it and AMDWS 7.0.2, which has an online delta training course, and AMDWS 7.0.3, which needs an online delta training course and which this mod will provide.� The contractor shall coordinate with LANDWARNET University and get the online delta training operational on that site.� Online delta training should take less than 8 hours, which can either be done in a day or over a period of time, depending on the soldier�s schedule.� The training should be available within 12 months of contract award.� The proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Northrop Grumman Systems Corporation (NGSC), 2340 Dulles Corner Blvd, Herndon, VA 20171-3415, Commercial and Government Entity (CAGE) Code ORBN7. The Army does not have an AMDWS Production Level Technical Data Package available. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals, capability statements, or quotations, received within forty-five days after date of publication of this synopsis will be considered by the government for all responsible sources. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
