The factors: Technical Capability, Ability to Meet the Delivery Schedule, and Past Performance when combined are more important than the price. All Factors are evaluated as met or did not meet the requirement (as defined below). Quotes that meet all of the requirements and all factors will be evaluated for price. The Quote that has the LOWEST PRICE TECHNICALLY ACCEPTABLE will be chosen. Technical Capability: Defined as ability to meet the dimensions and required set forth in the Statement of Work. Past Performance: Contractors where more faults are found in the bottom 15% of their Supplier Performance Risk System (SPRS) than in the top 50 percentile. Ability to Meet the Delivery Schedule: Ability to install NLT 15 days after award. The Government intends to evaluate quotes and make award without discussions with respondents (except clarifications as described in FAR 15.306(a)). Therefore, the Offerors initial quote should contain the Offerors best terms from a cost or price standpoint. Do not assume you will have the opportunity to clarify discuss or revise your offer. Respondents may, at the discretion of the Government, be asked to provide more information and clarification regarding their quote. Request for such information does not constitute discussions. The Government reserves the right to conduct discussion if the Contracting Officer later determines them to be necessary.
