Description
The Bureau of Safety and Environmental Enforcement (BSEE) within the U.S. Department of the Interior is conducting market research for informational purposes only to identify potential small business sources with the capability to successfully perform the requirement described in the attached draft statement of work (SOW). This is not a request for proposals and the responses will not result in the award a contract. Those responding will not be reimbursed for any costs incurred. As detailed in the draft statement SOW, BSEE requires comprehensive dive boat charter services for its scientific surveys in support of enforcement and inspection activities of oil and gas operations in the Gulf of Mexico. The boat manager for the successful Contractor shall not have any potential conflicts of interest with the oil and gas industry. The bureau estimates 25 excursions annually which will consist of a combination of single-day and multi-day missions. A time and materials type contract with a maximum length of three years (including option periods) procured using FAR 13.5 procedures is contemplated. The North American Industry Classification System (NAICS) code for this procurement is 483112. The small business size standard is 1,500 employees. Capability statements should address the technical and expertise requirements set forth in the SOW and affirm its ability to staff the contract with a boat manager that has no potential conflicts of interest with the oil and gas industry. In addition, the statement should indicate your firm's number of employees for the preceding 12 months (see 13 CFR 121.106 if you need additional guidance). Please limit responses to no more than six total pages. General company brochures and paraphrasing of the SOW will not be considered as sufficient responses to this notice. Feedback and/or evaluation information will not be provided to any firm regarding its individual capability statement. Telephone calls and/or requests for a solicitation will not be accepted. All responses shall be sent via email to Michael Gilham at michael.gilham@bsee.gov. The deadline for submitting a capability statement is 17 March 2020 at 3:00 PM Eastern Time.
