- DESCRIPTION Sources Sought-- Massachusetts National Cemetery Phase 4 Expansion This is a SOURCES SOUGHT NOTICE for Market Research ONLY. NO AWARD will be made from this Sources Sought Notice. The Government is issuing this Sources Sought Notice to determine a competitive basis. This is not a solicitation. No reimbursement will be made for any costs associated with providing information in response to this survey. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. REQUIREMENT The U.S. Department of Veteran Affairs, Office of Construction and Facilities Management, anticipates soliciting a requirement for a firm fixed price construction contract to provide improvements to Massachusetts National Cemetery . Located in Bourne, Massachusetts, in Barnstable County on Cape Cod, approximately 65 miles southeast of Boston and adjacent to Otis National Guard Base is Massachusetts National Cemetery with 749 acres of land donated by the Commonwealth of Massachusetts. This site was developed by NCA as a national cemetery opening in October 1980. This project will comprise the fourth construction phase of cemetery development and will primarily include the construction of additional burial facilities intended to provide 10 years of service on existing undeveloped land. The project will develop approximately 20 acres of land and will include approximately 12,000 gravesites including both casket and cremation sites in new burial sections. Additionally the project responds to operational needs of the cemetery by the construction of a vehicle storage building of approximately 12,000 SF as well as various other repairs in and around the maintenance complex, repairs to existing columbarium units, the addition of a rostrum and assembly area, select road paving throughout the cemetery, expansion of the irrigation system, the addition of a cortege lane and information booth adjacent to the administration building as well as other repairs in and around the administration building. The period of performance is expected to be 730 calendar days from Notice to Proceed. In accordance with VAAR 836.204 Disclosure of the magnitude of construction projects is between $20,000,000 and $50,000,000. The resulting contract type is expected to be a Firm Fixed Price contract. Office of Construction and Facilities Management anticipates conducting the acquisition in accordance with FAR Part 15, Contracting by Negotiation. The anticipated North American Industry Standard Code (NAICS) is 237990 Other Heavy & Civil Engineering Construction with the size standard of $36.5 Million. CAPABILITY STATEMENT All types of businesses, large and small, are encouraged to respond to this notice. The submission is limited to fifteen (15) 8.5 x 11 pages. 1. State your firm s name, DUNS#, address, point of contact, phone number, and e-mail address. 2. State your level of interest in submitting a proposal as a prime contractor to the Federal Government based on the scope of work description above. 3. State your firm s socioeconomic type and Business Size (Service Disabled Small Business, Veteran Owned Small Business, Small Business, Woman Owned Small Business, etc.). 4. Provide your firm s Bonding Capability in the form of a letter from Surety stating your firm s current per contract construction bonding capacity and your firm s aggregate construction bonding capacity. 5. State your firm s level of experience as a prime contractor in performing similar work to the general scope of work listed above or similar projects. Provide a minimum of three (3) projects. Include experience in all of the elements of construction below: Earth Work The earth work must have been performed in the past five years with projects involving earth work and grading for cemeteries, parks or site development projects of at least 20 acres. Paving Paving projects of similar size and scope involving road construction. Landscaping Landscaping projects involving planting and lawn installation for cemeteries, parks, golf courses or other similar sites of at least 20 acres. Irrigation The irrigation system installation for cemetery, park or golf course sites of at least 20 acres. Precast Concrete Burial Components Experience in providing and placing columbarium niche units in cemeteries. 6. Describe your self-performed contracts successfully completed within the past 5 years. Provide a brief description of the project, customer name, timeliness of performance, and dollar value of the project. For Joint Ventures, please include projects completed by the Joint Venture as well. 7. Offeror s Joint Venture information if applicable existing and potential.
