- Synopsis � J&A for Other than Full and Open Competition & Request for Information (RFI) The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on proprietary issues. The Government intends to solicit and negotiate with Menlo Systems at 56 Sparta Avenue, Newton New Jersey, 07860. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror�s who believe they can meet the Government�s requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. �A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.� Requirement: �The Government requires one (1) Optical Frequency Comb, one (1) Comb Pulse Interleaver, and one (1) Turnkey Ultra-Stable Laser. This system shall meet� the following requirements: Optical Frequency Comb ����� Rack-mountable in 19 inch rack, with a height of 4U or smaller. ����� Nominal repetition rate: 208.33 MegaHertZ (MHz) ����� Repetition rate tuning range: > 2 MHz ����� Repetition rate locking: Must be able to be locked to the ultra-stable laser with a locking bandwidth of at least 1 MHz. ����� Carrier-envelope offset frequency (f�ceo): lockable or non-existent. If fceo� is locked, the servo-bump must either be below -160 decibels relative to the carrier per Hertz (dBc/Hz) in the phase noise of the 10 Gigahertz (GHz) microwave or it must appear outside of the frequency range from 10 Hertz (Hz) to 1 MHz. Comb Pulse Interleaver ����� Number of stages: 4 ����� Single-mode optical fiber construction ����� Includes dispersion compensation scheme to re-compress pulse duration Turnkey Ultra-Stable Laser ����� Rack-mountable in an 8U or smaller package ����� Turnkey operation defined as the operation of the laser with press of a button, without the need of a trained operator. ����� Cavity contained in environmentally isolating package, including vacuum system and anti-vibration platform ����� Center wavelength must be within the range 1535 � 1565 nanometer (nm) ����� Phase noise at 193 TeraHertz (THz) must be below the following: -20 dBc/Hz @ 10 Hz offset, -45 dBc/Hz @ 100 Hz offset, -75 dBc/Hz @ 1 kiloHertz (kHz) offset, -85 dBc/Hz @ 10 kHz to 1 MHz offset
