- SUBJECT: Request for Quote (RFQ) for hardwood pallets in support of the Individual Chemical Equipment Management Program (ICEMP) at Pine Bluff Arsenal, Arkansas.� SUPENSE: 4:00 p.m. Central Time, March 12th, 2020 REFERENCE (See Attachments Section): Attachment 0001� � Provisions-Clauses ICEMP Pallets Army Contracting Command � Rock Island hereby issues RFQ# PANROC-20-P-0000 003272. This RFQ is a 100% Women-Owned Small Business (WOSB) Program set-aside. It is for the immediate procurement of 4,000 hardwood pallets, and a single option for an additional procurement of 4,000 hardwood pallets, in support of the Individual Chemical Equipment Management Program (ICEMP) at Pine Bluff Arsenal, Arkansas.� These pallets must be produced and delivered in accordance with the description and specifications listed in this RFQ.� Award will consist of a single Firm Fixed Price (FFP) purchase order. This award will go to the responsible contractor submitting the most advantageous price and delivery schedule. The Government reserves the right to award no contract at all depending upon the quality of the quotes, prices submitted and the availability of funds. SUMMARY OF SPECIFICATIONS: Pallets must meet the following dimensions / characteristics Pallet, material handling, 48� x 40�, hardwood, four-way entry, flush stringer, double face, non-reversible and all lumber used shall be bark free. As a minimum, the top load carrying deck shall consist of seven deck boards equally spaced at 3.25 inches and the bottom load bearing deck shall consist of five deck boards. Deck board dimensions shall be .75 inches in thickness and 3.5 inches in width, except the two end deck boards shall be 5.5 inches in width. The pallet shall have three stringers. Each stringer shall be 1.5 inches in width by 3.5 inches in height and 48 inches in length. The center stringer shall be centered in the width of the pallet. The pallet shall be built to Specification A-A-52586 EXCEPT that pallet is constructed with capacity limit for floor at 5000 lbs. and fork at 2500 lbs. Pallet shall be heat treated per International Standards for Phytosanitary Measures (ISPM) Number 15. The following commercial heat treatment process has been approved by the American Lumber Standards Committee (ALSC) and is required for all wood packaging material (WPM) products and lumber used by DOD activities. WPM is defined as wood pallets, skids, load boards, pallet collars, wooden boxes, reels, dunage, crates, frames and cleats. All WPM shall be constructed from heat treated (heat to 56 degrees Celsius or 133 degrees Fahrenheit for a minimum of 30 minutes at the core) lumber and certified by an accredited agency recognized by the ALSC in accordance with WPM policy and WPM enforcement regulations (see URL: http:www.alsc.org). Each pallet shall have ISPM 15 stamped legible, neat and applied to the stringer or block diagonally opposite sides and ends of the pallet and be contrasting and clearly visible. Pallet heat-treated stamp approximate size: 2.5 inches wide by 1.25 inches tall. Failure to comply with the requirements of this restriction may result in refusal, destruction, or treatment of materials at the point of entry. **Certificate of Conformance is required **Government inspection and acceptance at destination QTY REQUIRED: 4,000 UNIT OF MEASURE: EA � PRE-PRODUCTION SAMPLES: � U.S. Government (USG) requires (5) each pre-production samples of CLIN 0001 no later than (30) days after award.� The pre-production quantity of (5) will then be subtracted from the total quantity due to the USG (4000). The remaining total quantity (3995) will be due no later than 30 days after approval of samples.� Early Delivery is acceptable and authorized at no additional cost to the Government. Certificate of Conformance and material certifications are required with pre-production samples and with each lot shipped to Pine Bluff Arsenal. � 100% OPTION: USG requests a price for a 100% option to order up to 4,000 additional units within 365 days following final delivery of this purchase order.� USG intends to provide 30 days' notice prior to exercising of option quantities.� The USG is under no obligation to exercise this additional option quantity/price. O�FALLON 506TH STREET PINE BLUFF, AR 71602 PAYMENT METHOD:� Invoicing will be via Wide Area Workflow (WAWF) in accordance with Defense Federal Acquisition Relations Supplement (DFARS) clause 252.232-7006, also listed in �Attachment 0001 � Provisions / Clauses�. OTHER INFORMATION: Interested vendors shall refer to �Attachment 0001 � Provisions / Clauses� for reference and full text clauses and provisions applicable to this requirement. Vendors must self-certify North American Industry Classification System (NAICS) Code 321920 (Wood Container and Pallet Manufacturing).� This solicitation will be a 100 percent women-owned small business (WOSB) set-aside. Vendors must provide the following information in the quote: Contractor�s name, business size and cage code. Transportation terms. Pre-production samples: Quantity, price, delivery date. Production Quantity: Quantity, price, delivery date Option Quantity: Quantity, price. Total price of pre-production samples, production quantity and option quantity. **Quotes will be evaluated on the basis of price and delivery schedule.� ACC-RI reserves the right to award a purchase order based on the quote that is most advantageous to the Government.
