- Naval Facilities Engineering Command Southeast (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a competitively negotiated Firm-Fixed-Price (FFP) single award indefinite delivery indefinite quantity Job Order Contract (JOC) for Naval Station Guantanamo Bay, Cuba. The work will be performed solely at Naval Station Guantanamo Bay, Cuba. This solicitation notice is being advertised full and open competition to all interested businesses.� Projects will be primarily design-bid-build task orders or task orders with minimal design effort. The contractor will be required to provide all labor, materials, equipment and supervision for task orders issued under this contract, which will include either single discipline or multi-discipline minor construction and/or repair projects ranging in size from $20,000.00 to $1,000,000.00 at Naval Station Guantanamo Bay, Cuba. There is no pre-proposal conference/site visit planned at this time. If the decision is made to have such a conference, the appropriate information will be included in the solicitation. Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation).� Offerors are responsible to check Contract Opportunities on beta.SAM.gov (https://beta.sam.gov/) for the solicitation and any subsequent amendments that may be issued. **************************************************************** Procurement Method: This is a negotiated procurement utilizing the best value Lowest Price Technically Acceptable (LPTA) source selection process.� Award will be made to the lowest priced, technically acceptable Offeror. **************************************************************** The NAICS Code for this procurement is 236220. **************************************************************** Estimated cost:� Job Order Contract (JOC) will be awarded as not to exceed $30,000,000. **************************************************************** The contract term will be a base period of one (1) year with four (4) option years. �Only the base period of the contract will offer a minimum guarantee.� If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six (6) months under the Option to Extend Services clause.� **************************************************************** The proposed contract will be solicited inviting full and open competition. Offerors can view and/or download the solicitation, and any attachments, at https://beta.sam.gov/ (Contract Opportunities) when it becomes available.� **************************************************************** The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance, safety and experience information, along with a price proposal for evaluation by the Government. � The solicitation should be available at this site on or about March 2020.
