- �������� This is a Request for Information In accordance with Federal Acquisition Regulation (FAR) 15.201 ""Exchange with industry before receipt of proposals,"" this RFI is for information and planning purposes only at this time, and shall not be construed as a solicitation or as an obligation on the part of the DHA, or collaborative Department of Defense (DoD) activities.� Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. In keeping with the standards of FAR Part 10, the Government may request additional information from responders. Responders are solely responsible for all expenses associated with responding to this RFI or any follow-up information request. All information received in response to this RFI or any follow-up information request that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future request for proposal will not be entertained. ������� The Defense Health Agency, Joint Trauma Systems Center of Excellence (JTS COE) is dedicated to performance improvement in the care of combat wounded via data collection, performance improvement and development of data driven clinical practice guidelines.� The use of the data by doctors, nurses, analysts, and researchers is changing trauma medicine and combat casualty care, and improving outcomes for the severely wounded warrior. Thus, collection and analysis of patient health data is mission-critical. The vehicle for collecting this data is the Department of Defense Trauma Registry (DoDTR).� JTS uses the DoDTR data to develop best practices for multiple levels of care for battle and non-battle trauma patients and providers in austere environments. A multi-disciplinary approach reduces combat morbidity and mortality by identifying trends or gaps in care and bridging the gaps. A decreased case fatality rate of less than 9%, despite increasing acuity of combat injured patients, shows the greatest measurable impact. �Within DHA, the Joint Trauma System (JTS) was established to serve as the reference body for trauma care, establish standards of care, coordinate the translation of research, and incorporate lessons learned from education and training partnerships in order to continually improve combat casualty care across the continuum of care. ������� The JTS COE has a requirement for IT and Database Support Services for the Department of Defense Trauma Registry (DoDTR):� Formerly the Joint Theater Trauma Registry (JTTR) is the military's only Tri-Service trauma registry and is one component of the JTS, the military's overarching global trauma system.� The DoDTR also has several subspecialty modules that are integrated into it (e.g. Military Orthopaedic Trauma Registry (MOTR), Ocular Trauma Registry (OTR), etc.).� Data used from the DoDTR has helped save lives via performance improvement, Clinical Practice Guideline (CPG) development, changes in medical practice, etc.� Most recently DoDTR data are being used to monitor TXA usage, Genital-Urinary (GU) complex injuries, blood products and MEDEVAC patient care transports.
