- SCOPE OF WORK DLA Distribution Norfolk, Virginia has a requirement for a Contractor to provide all labor, equipment, tools, materials, replacement parts, transportation, and supervision necessary to perform Preventive Maintenance and Emergency Repair on Government owned Uninterruptible Power Supply (UPS) units located at DLA Distribution Norfolk, Virginia. GENERAL The Contractor shall provide all labor, equipment, tools, test equipment, materials, replacement parts, and supervision necessary to perform maintenance services on Government owned equipment located at DLA Distribution Norfolk, Virginia in accordance with (IAW) the terms and conditions specified herein. All references in this SOW to ""Contractor personnel"" include both Contractor employees and subcontractors. This is a non-personal services contract to perform Preventive Maintenance and Emergency Repair on Government owned UPS units for DLA Distribution Norfolk, Virginia. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Government and the Contractor understand that the services to be provided under this contract by the Contractor are non-personal services and that no employer-employee relationship exists between the Government and the Contractor. The Government may provide technical direction which will assist the Contractor in accomplishing the SOW; however, the Government will not control the methods used by the Contractor to perform the service requirements set forth in the SOW. 1. PLACE OF PERFORMANCE The Contractor shall perform all services for DLA Distribution Norfolk Virginia at the Naval Station Norfolk, Virginia. PERIOD OF PERFORMANCE The period of performance shall be established for a one year base period with four (4) one- year option periods (if exercised). The estimated periods of performance are as follow: Base Year: 1 April 2020 � 31 March 2021 Option year 1: 1 April 2021 � 31 March 2022 Option Year 2: 1 April 2022 � 31 March 2023 Option Year 3: 1 April 2023 � 31 March 2024 Option Year 4: 1 April 2024 � 31 March 2025 3. DUTY HOURS AND ACCESS TO THE HOST INSTALLATION The Contractor shall perform services required under this SOW during the hours of 0800-1600, Monday through Friday, except Federal holidays. Federal holidays generally observed by government personnel include: Observed Federal Holidays New Year�s Day Martin Luther King Day Presidents Day Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day If the holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday. The Contractor shall not be required to perform services on these days. Also, in the event an Executive Order issued by the President of the United States declares Agencies of the Federal Government closed for a regularly scheduled workday, the COR will determine and advise the Contractor on whether services are required for that day. Due to changing traffic requirements brought on by construction, changing missions, and security concerns within the host installation, access to the host installation is subject to change, sometimes with little or no warning. Inbound and outbound traffic restrictions exist. 4.0 PERSONNEL QUALIFICATIONS AND CERTIFICATIONS A. The Contractor shall ensure that all Contractor personnel involved in the maintenance requirements set forth in this SOW are trained for the level of expertise required for the proper performance of the requirements by the OEM of the equipment. B. Contractor personnel must be able to read, write, speak, and understand English. C. No employee or representative of the Contractor will be admitted to the site of work unless he/she furnishes satisfactory proof that he is a citizen of the United States, or, if an alien, his residence within the United States is legal. All Contractor employees working under this contract shall be identified by a distinctive nameplate, emblem, or patch attached in a prominent place on an outer garment. Said outer garment employee identification shall not be substituted for DoD required passes or badges. 5.0 SECURITY The Contractor shall enroll in the RAPIDGate Program by calling 1-877-RAPIDGate (1-877-727-4342) or go online at http://rapidgate.com. The enrollment process is as follows: � Company Contacted � Base C.O. or Designee Approves Company � Company Enrolls � Employee Registers � Data Transferred to Secure Authoritative Data Repository (ADR) � Employment and Employment Verification � Identify Authentication & Background Screening � Secure ECP Local Databe Updated � Credentials sent to Installation for Issuance Once the Contractor has been confirmed by the Host/Installation, an email notification from the Host will be sent to the Security Specialist at DLA Distribution Norfolk, Virginia for validation of enrollment. Once the Contractor has paid the enrollment fee and been approved for enrollment, the Contractor will receive an email with the Contractor�s RAPIDGate Company Code. Delays in accessing the base shall not be considered billable time. Any concerns or issues with base access can be directed to Mr. Willie A. Williams, Security Specialist at DLA Distribution Norfolk, Virginia. 6.0 SPECIFIC REQUIREMENTS All equipment covered under this preventative maintenance include the following: On-Site Service Includes Preventive Maintenance Service, scheduled by the customer between 8am-5pm, Monday-Friday (excluding national holidays).
