- This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 �Synopses of Proposed Contract Actions.� US Army Corps of Engineers, Portland District, intends to award a sole-source, Firm-Fixed Price contract to OFIL USA Systems, 5435 Sugarloaf Pkwy, Suites 2200, Lawrenceville, GA 30043 for a DayCor Luminar-HD UV-Visible bi-=spectral Solar Blind HD video resolution handheld corona camera and accessories. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. �Furthermore, in accordance with FAR 6.302-1 (b)(1)(ii), the item to be purchased is available from only one source. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action.� THIS NOTICE IS NOT A REQUEST FOR COMPETITVE PROPOSLS OR QUOTATIONS. �Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. �All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 12:00 PM Pacific Time on 10 March 2020 an award will be made without further notice. �Oral communications are not acceptable in response to this notice. �A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. �Electronic responses and questions shall be submitted via email to� patricia.a.hendrickson@usace.army.mil. �The U.S. Army of Corps of Engineers is not responsible for any costs incurred by responding to this notice. �
