- This is a Sources Sought Notice for market research only. This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of the current market capabilities in relation to NAICS code 621340 (size standard $7.5 million) or 624310 (size standard $11 million). The Department of Veterans Affairs (VA) VA Health Care Network Upstate New York (VISN 2) is conducting market research for Driver Rehabilitation Services within the following geographic areas: Batavia, NY Bath, NY Buffalo. NY Canandaigua, NY Rochester, NY Syracuse, NY The contractor shall be able to provide a comprehensive program of driver training services to eligible, referred veterans. VISN 2 is looking for a contractor that can provide all of the following services in one (or all) of the geographic locations identified above: Pre-Driving Testing/Evaluation Adapted Driver Training Adapted Equipment Evaluation Vehicle Consultation and Selection Vehicle Adaptation and Inspection Pre-driving testing shall be performed by a Driver Rehabilitation Specialist and must include: Visual acuity, depth-perception, color-vision, peripheral-vision, night acuity, and glare recovery (tests may be administered by use of visual screening tools) Functional muscle testing Basic perceptual test Range of motion of all extremities Coordination testing Hearing (subjective) Balance (static and dynamic) Activity tolerance and susceptibility to fatigue Spasticity Bowel or bladder control Reaction time, i.e., response time from accelerator to brake Sensation and proprioception Functional activities of daily living (ADL) Educational training (classroom) Adapted in-vehicle driver training would be carried out in various settings (quiet residential area with light traffic and no hills; downtown area, on hills, in traffic circles, and on congested roads, and freeway driving) and include: Training in transferring to and from vehicle Evaluating the need for assistive and prosthetic devices Orienting the patient to vehicle controls and add-on adaptive equipment Assisting the patient to assume proper body positioning and alignment (e.g., seat height, position of legs) Teaching mirror references, including blind spot checks and tests Noting passenger responsibilities (e.g., seat belts, lock doors) Emphasizing pre-driving checks Practicing ingress and egress of mobility aids Preparing lesson plans and course routes for vehicle in motion training Vehicle needs assessments would include: Evaluate the need for assistive devices, equipment adaptations and vehicle modification. Inspect vehicle after modification to ensure that equipment was properly installed, and the patient can operate the adaptations. Assist the patient in the selection of an appropriate vehicle that best suits the needs of the patient.
