W9133L-20-SS-AATC-01 Sources Sought / Request for Information (RFI) Rapid Fielding of New Software Capabilities RFI Contents This is a Request for Information (RFI) issued solely for information and planning purposes only and is not a notice of solicitation issuance.� There is NO bid package or solicitation document associated with this announcement. The requested information is for market research and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Vendor is solely responsible for the accurate marking of any material submitted that is proprietary or restricted in nature. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government shall not be liable for, or suffer any consequential damages for any improperly identified proprietary information. The Government does not plan to issue a Request for Quote (RFQ) or Request for Proposal (RFP) following this RFI. �Response to this RFI is strictly voluntary and Not responding to this RFI will not negatively impact an organization�s ability to respond to a future RFQ or RFP on this topic. Back Ground: The ANG AFRC Test Center (AATC) recently stood up �Corsair Ranch,� a software division chartered with improving the Air Reserve Component�s (ARC) ability to iteratively field software through Air Force, ANG, and AFRC modernization programs. Emerging threats outpace the United States� ability to rapidly field new software capability through legacy software development lifecycle (SDLC) models. Corsair Ranch seeks Industry Sources willing to innovate beyond Waterfall, �Water-gile,� �Water-Scrum-fall,� Scaled Agile Framework (SAFe), and other rigid SDLC examples as they pertain to ANG and AFRC weapon systems. Corsair Ranch solicits input to better understand Industry�s ability and willingness to invest and engage in embedded system DevSecOps within the existing DoD acquisition framework. Corsair Ranch also seeks to address opportunities and challenges associated with using procurement and/or operations and maintenance (O/M) funding to procure fixed-price, capacity-based software production. Premised on DoD DevSecOps guidance, new Software Acquisition Pathway Interim Policy and Procedures (see Attachment 1), and the Air Force�s PlatformOne initiative, Corsair Ranch focuses on tight Government and Industry collaboration. Through these mechanisms, Corsair Ranch aims to generate continuous integration and continuous delivery (CI/CD) of secure, usable, and incremental software capability to ANG and AFRC air, cyber, and space weapon systems under test at AATC. Furthermore, Corsair Ranch leverages the existing ARC acquisition process, targeting ARC-specific software upgrades through DevSecOps culture, processes, and tools. On behalf of AATC, Corsair Ranch plans to host an Industry Day in May 2020. The purpose of the Corsair Ranch Industry Day 20-01 is to engage AATC�s Government and Industry attendees in the following: (1) outline DoD DevSecOps initiatives and enabling technologies; (2) describe Corsair Ranch�s charter and vision for revolutionary software development in the ARC; and (3) host both private and open-forum discussions to gauge Industry�s ability to support a paradigm shift in weapon system software development and delivery. Corsair Ranch will send Industry Day 20-01 invitations to all, some, or no respondents based on the RFI responses. Industry Day 20-01 attendees and prospective software vendors should be prepared to discuss in business and technical detail their RFI responses. Vendors should also be prepared to discuss their organization�s business and technical visions for the use of DevSecOps culture, processes, and tools that could potentially meet existing and future ARC acquisition efforts. Specifically, Corsair Ranch will discuss with vendors the opportunities, challenges, and risks of DevSecOps for embedded systems. Corsair Ranch aims ultimately to exploit such opportunities, and mitigate such challenges and risks, through continuous incremental software deployment during AATC test projects while leveraging vendor expertise, investment, and capacity. Corsair Ranch has four primary Designated Learning Objectives (DLO) for Industry Day 20-01: 1. Industry attendees will better understand the Government�s vision for embedded system DevSecOps. 2. The Government will better understand Industry attendees business and technical challenges and opportunities associated with embedded system DevSecOps. 3. The Government and Industry attendees will collaborate to identify potential Value Streams associated with continuous delivery to ANG and AFRC weapon systems. 4. The Government and Industry attendees will identify potential opportunities to leverage DevSecOps to continuously deliver software to ANG and AFRC weapon systems. Corsair Ranch will use the outputs of Industry Day 20-01 to advocate for, inform, and shape Government-side adoption of DevSecOps approaches during forthcoming ANG and AFRC modernization efforts.
