Description
The NATO Support and Procurement Agency (NSPA) intends to issue an Invitation for Bids (IFB) for the provision of an ablution and water treatment system for NATO Response Force Headquarters. In order to bid on this project, a U.S. prime contractor must 1) maintain a professionally active facility (office, factory, etc.) in the United States 2) be pre-approved for participation in NATO International Competitive Bidding (ICB) 3) be nominated to the bidders list by the U.S. Government 4) be registered in the NSPA Source File: https://eportal.nspa.nato.int/Registration/OnlineRegistration.aspx?lng=en � The Department of Commerce will be using IFB-5HQ27105 as its reference for this solicitation. SUMMARY DESCRIPTION Project 5HQ27105 includes the following sub-projects: - 5HQ27105-01: Ablutions - 5HQ27105-02: Water Treatment System - 5HQ27105-03: Sewage Treatment System - 5HQ27105-04: Laundry Facility - 5HQ27105-05: Solid Waste Collection and Treatment The contractor shall provide equipment for rapidly deployable camps accommodating up to 1800 people. The camps shall consist of modules and sub-modules stored readily available for multi-modal transport including transport by military fixed wing aircrafts. Combined with elements not included in this summary description, this equipment will be used by military forces for a large spectrum of missions that may occur over a wide range of geographic environments and climatic conditions. Accordingly, the solution proposed shall provide flexibility and modularity, shall be agile yet heavy duty and capable of performing under difficult climate and terrain conditions with minimum support (in accordance with the specifications of the Statement of Work. When not deployed on a mission, this equipment will be mainly stored outdoors inside shipping containers or used for exercises. This project includes: - Supply of environmentally controlled 10-foot containerized facilities (or equivalent) limited in weight including showers, toilets, urinals, and washbasins with a rate of 1 per 14 people. - Supply of modular reverse osmosis water purification systems including but not limited to raw water camp inlet, pipelines, raw water storage, water purification units, treated water storage and ancillary equipment. Capable of producing 150 liters of treated water per person per day and storing water (raw and treated) for 7 days. - Supply of modular aerobic sewage treatment facilities for domestic sewage. The plants will include but are not limited to a primary and a secondary treatment. If required to meet the effluent standards and depending on the technology proposed, a tertiary treatment might be included. The plants will be climate protected and all components will be limited in size and weight in order to facilitate their deployment. Capable of treating 100 liter of sewage per person per day. - Supply of laundry facilities including but not limited to washers and dryers for a capacity of 7 kilos per person per day. - Supply of waste collection equipment for domestic, industrial and hazardous waste and mainly for domestic waste, supply of incinerators, limited in weight and size, operating with diesel (F-54) and Jet fuel (F-34/ JP8) and complying with EU regulation on emissions. The total capacity of incineration required is 3400 kg per day. - Packaging and packing plan developed in order to provide on optimized solution. - Logistic support package including but not limited to documentation, bar coding, spares and tools. - Engineering, testing, verification and validation as required. - Training, Commissioning and Acceptance. - Project Management and Reporting. - Delivery: Taranto, Italy. Bidding per lot as described in the forthcoming IFB could be authorized, but partial offers within a lot will not be accepted. BIDDING PROCEDURE NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the U.S. firm must be approved for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or reference number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved prime contractor to the bidders list for a particular NATO ICB project. IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application) by: 22 January 2019 IFB issued (target): not before 01 February Bid closing: not fewer than 42 calendar days from the date of IFB issuance Delivery: Up to 16 months after contract award depending on the complexity of the sub-project or lot as described in the IFB. � �
