- 47PL0120R9000/47PL0120R0025 SYNOPSIS:�� General Services Administration (GSA) Public Buildings Service (PBS) Region 10 (R10) requires the replacement of the fire alarm and suppression system in the Sumas Land Port of Entry (LPOE), CBP (Customs and Border Protection) Station, Sumas, WA. ����������� Interested parties are encouraged to register through Beta.Sam.gov using the ""Add Me to the Interested Vendors"" link on the Beta.Sam.gov website.� Vendors are also encouraged to register to receive notices about this announcement by using the ""following"" link on the GPE website.� NOTE: GSA PBS Region 10 will NOT be maintaining a manual list of interested vendors.�� The Solicitation will be all-electronic including amendments.� All documents will be posted on the electronic Beta.SAM.gov, with secure access required for Sensitive but Unclassified Building documentation.� Access requirements will be provided in the Solicitation. � PROJECT BACKGROUND/DESCRIPTION: The LPOE Sumas is located at: 9648 Garrison Road Sumas,WA 98295 https://www.cbp.gov/border-security/along-us-borders/border-patrol-sectors/blaine-sector-washington/sumas-station Sumas Station is the eastern most Border Patrol station in the Blaine Sector. Previously the Lynden Station, the new Sumas Station was dedicated on October 10, 2008. The current station is located within the Sumas city limits approximately 5 miles from the Sumas POE. PROJECT SCOPE:� The intent is to utilize a Design-Build construction contract to replace the existing fire alarm and suppression system in the Sumas Land Port of Entry (LPOE), CBP (Customs and Border Protection) Station Building. Both design and construction services will be acquired through the use of the one-phase D/B solicitation process. A separate contract will be awarded for Construction Management assist (CMa) services, which include inspections. The current fire panel that serves the LPOE has reached the end of its useful life and needs to be replaced. The manufacturer of the current fire alarm panel and hardware is Simplex Grinnell (Simplex 4002). Existing dry fire suppression system has been partially installed (Primary and Secondary Canopies as well as Warehouse and Cargo Canopy); a new dry fire suppression system will need to be installed in the areas remaining. The existing fire sprinkler cross main has previously leaked and has been repaired but needs to be replaced. PROJECT MAGNITUDE:� �The Estimated Cost of Construction is between $750,000.00 and $1,000,000.00. PROJECT DURATION:� 6 months (Design and Construction) MARKET RESEARCH:� Market Research was conducted by issuance of a Sources Sought Notice via betaSAM.gov under Reference # 47PL0120R9000, small business dynamic searches and suggested sources by other professionals. COMPETITION: �Total Small Business Set Aside This procurement will be small business firms. �Any qualified responsible firm, including small business, veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business is encouraged to participate as a prime contractor or as a member of a joint venture with other small businesses, or as a subcontractor Pursuant to Section 8(d) of the Small Business Act (15 U.S.C. 637(d), FAR subpart 19.702 and FAR subpart 19.12.� Offerors that submit a proposal greater than $1M will be required to submit a Subcontracting Plan that is acceptable to the Contracting Officer which provides subcontracting opportunities to small businesses, HUBZone small businesses, small disadvantaged businesses, and woman-owned small businesses to the maximum extent practicable. ��The NAICS for this procurement is 238210 and the Size Standard is $16.5M. PROCUREMENT STRATEGY: ��The D/B contract will be a Firm Fixed Price (FFP) price structure. The Design Build contractor will be selected using Best Value Source Selection Procedures as outlined in FAR part 15. This procurement method utilizes both technical merit and price considerations as a basis for award. The acquisition will use a one-phased approach to evaluate offerors� qualifications (i.e. in terms of Relevant Specialized Experience, Past Performance and Qualifications of Proposal Key Project Personnel) and price. CONTRACT AWARD: GSA R10 contemplates awarding a Firm Fixed Price (FFP) �type contract as a result of the forthcoming solicitation. GSA will be hosting a site visit at the LPOE Sumas location. Current date for pre-proposal conference and site visit is scheduled for March 18, 2020.� Further details will be published in the RFP.�� SOLICITATION ISSUE DATE:� The RFQ will be issued electronically on or about 3/5/2020 on the internet at: https://beta.sam.gov CLOSING DATE:� The estimated closing date for receipt of proposals will be 4/6/2020.
