Amendment 2 (3 Mar 2020) - We have recieved all questions and�due to the extra time it is taking to fully address those questions, we are pushing to solicitation due date to 09 March 2020 at 10:00 am EST. Standby for Amendment 3 that will answer the questions submitted. Thank you. Amendment 1 (28 Feb 2020) - The purpose of this amendment is to update the PWS dated 28 Feb 2020. The changes are grammatical errors and do not change anything concerning the overall requirement. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate Request for Quotation (RFQ) will not be issued. The solicitation number is FA449720Q0013 and is issued as a Request for Quotation (RFQ). This combined synopsis/solicitation incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2020-04, DFARS change notice 20200123, and AFAC 2019-1001. This purchase is restricted to Small Business concerns under the NAICS code 561621 and the size standard $22 MIL. This is a service requirement with the procurement of incidental commodities to bring Building 206 in alignment with Open Storage Standards IAW the PWS (dated 30 Dec 2019). Request for Quotation (RFQ) FA449720Q0013 Security Procurement and Install to Meet Open Storage Standards (The quote shall be effective for 30 days after submission of quote) Please respond to this RFQ by emailing responses to the Contract Administrator, SSgt Cory Grodi at cory.grodi@us.af.mil, and the Contracting Officer, Mr. Richard Banks at richard.banks.8@us.af.mil, no later than 5:00PM Eastern Standard Time on Wednesday, 04 March 2020 (or sooner if possible) in order to be considered timely. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received. A site visit will be held on 27 February 2020 at 9:00 AM EST. Interested vendors must submit their name to the SSgt Cory Grodi via e-mail no later than 25 February, 5:00 PM EST. A contracting representative will meet vendors at the Dover AFB commercial gate, exit 92 at 8:45 AM EST for the site visit. A valid drivers license and proof of registration is required. No questions will be allowed during the site visit. All questions must be submitted through e-mail to SSgt Cory Grodi and Mr. Banks by 28 February 2020 at 1:00 PM EST. ** Please provide a quote for the one (1) contract line item number (CLIN) listed. Shipping will be FOB Destination and all shipping/installation costs shall be included in the line item pricing. Failure to quote on all CLINs or failure to submit all pages of this RFQ with all applicable clauses/provisions filled in will render the quote unacceptable and ineligible for award consideration in the absence of interchanges. ** DO NOT ADD EXTRA CLINS FOR DELIVERY, SHIPPING OR INSTALLATION Special Notes and Instructions: 1. This is a notice that this order is a total set-aside for small business concerns. Only quotes submitted by small business concerns holding NAICS Code 561621 and the size standard of $22M will be accepted by the Government. 2. Interchanges. The government intends to award a purchase order without interchanges with respective vendors/quoters. The government however, reserves the right to conduct interchanges if deemed in its best interest. 3. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/portal/public/SAM/ and provide mandatory information. Basis for Award. 436 CONS will issue a purchase order to the vendor who is determined to offer the best value to the Government. Failure to acknowledge Amendments may result in your quote not being considered for award. Contract type shall be Firm Fixed Price (FFP). Best Value Determination. The Offeror who is deemed responsible and responsive with the Lowest Priced, Technically Acceptable (LPTA) quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that is contained in the Performance Work Statement. Quotes initially will be ranked from lowest to highest based on total cost. The Government will then evaluate the three lowest priced quotes for Technical Acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the best interest of the Government. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total cost. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes. IAW FAR 15.4041(b)(2), the Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Examples of such techniques include, but are not limited to the following: comparison of proposed prices received in response to the RFQ, comparison of proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items.
