Synopsis for Solicitation number N0957720RC005F1 (ABS Certified Surveys, Inspections, and Maintenance Oversight) The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to award a firm fixed-price contract for surveys, inspections, record keeping, and maintenance oversight to be performed by FULLY QUALIFIED American Bureau of Shipping (ABS) certified Surveyors during engineering inspection regimes performed onboard TSV-1 Prevail, TSV-2 Hugo, TSV-3 Hunter, and TSV-4 Narragansett.� Prevail, Hugo, and Narragansett are homeported at JEB Little Creek, VA while Hunter is located at Mayport, FL.� In 2003 United States Fleet Forces (USFF) and Carrier Strike Group 4 (CSG-4), custodian of these vessels, established the requirement that all fleet training support vessels operated by CSG-4 adhere to the ABS oversight standard used for all non-combatant and commercial vessels and that they shall remain under ABS oversight. �Because of the ABS requirement, no other entity can be responsive. Therefore, NAVSUP FLC Norfolk finds that the ABS requirement precludes competition for this contract and intends to make a sole source award.� Any potential contractor capable of demonstrating that it is qualified to perform the work to the required standards and that wishes to make a competitive bid for the contract should submit a capability statement in beta.SAM.gov prior to the closing of the solicitation.� Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States.� Lack of registration in the SAM database will make a vendor ineligible for award. The North American Industry Classification System (NAICS) code for this acquisition is 541990 � All Other Professional, Scientific, and Technical Services.� The Product and/or Service Code is H319.� The Size Standard is $16.5M.� The contract length is for a period of one year (12 months) from the designated start date.
