- The Office of the Secretary of Defense (OSD) Director of Defense Research & Engineering for Advanced Capabilities (DDR&E (AC)) Communications & Networking Infrastructure (C&NI) The Office of the Secretary of Defense (OSD) Director of Defense Research & Engineering for Advanced Capabilities (DDR&E (AC)) Communications and Networking Infrastructure (C&NI) Broad Agency Announcement (BAA) seeks innovative communications capabilities to address the link diversity element of the Fully Networked Command, Control & Communications (FNC3) modernization strategy that will enable the DoD to reliably communicate with all its tactical and strategic assets. One aspect of the FNC3 strategy is a diverse set of multiple Beyond-Line-Of-Site (BLOS) systems incorporating three distinct capabilities. Each communications capability is a separate task area in this BAA, and interested parties may propose separate solutions for one, two, or all three tasks areas. The three task areas are: Protected Radio Frequency (RF) BLOS Communications. Multi-User / Multi-Point High-Data-Rate Laser Communications. Communications with submerged assets. For each of these task areas, OSD (R&E) is soliciting innovative�solutions from industry for the development of the next generation of advanced BLOS systems�necessary to maintain dominance and U.S. leadership.� To enable the rapid update of fielded and next generation hardware and software systems, OSD (R&E) would prefer a Modular Open System Approach (MOSA) to system implementation and capability enhancements. The first phase of this BAA�is the White Paper submission.
