Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL) to Negotiate on a sole source basis in accordance with (IAW) FAR 13.501-1(a)(1)(i), with Biokinetics and Associates Limited, 2470 Don Reid Dr., Ottawa, ON K1HE1, as the only responsible source that can provide a Mouthguard Forming Jig which is compatible with the Biokinetics Mandible Load Sensing Headform Device (MLSH) in order to be used in research anthropometric test devices (ATDs). The USAARL requires procurement of one (1) mouthguard forming jig compatible with the Biokinetics MLSH. The mouthguard forming jig is an apparatus used to apply consistent force to boil and bite mouthguards to be used in research anthropometric test devices. The jig consists of two plates with attached upper and lower dentition. On either side of the dentition, two coupling plates are used to hold the upper and lower dentition together with bolts. The upper dentition is allowed to slide upward within channels cut in the coupling plates in order to place a mouthguard between the dentition. Once the mouthguard is in place, the upward dentition can be pushed down onto the mouthguard and locked in place by tightening the bolts. By leaving the mouthguard in this jig for approximately 5 minutes, the mouthguard will conform to the shape of the MLSH dentition. This method makes creating boil and bite mouthguards that fit the MLSH dentition consistent and reliable for research purposes. The United States Army Aeromedical Research Laboratory (USAARL) currently owns a Biokinetics Mandible Load Sensing Headform (MLSH) to evaluate the ability of instrumented mouthguards to accurately measure direct and indirect accelerations. �Mouthguards are commonly made as �boil and bite� so that they can be customized to form to an individuals� mouth and provide optimal protection. �As the mouthguards that USAARL are testing will be tested in a headform that cannot bite and hold, a jig designed to 1) �bite and hold�, 2) �bite and hold� with a repeatable force, and 3) is compatible to the existing MLSH headform is required. The jig must form the mouthguard in the shape of the MLSH or the mouthguard will not fit the MLSH correctly for testing and results will be skewed. As a result Biokinetics and Associates Limited is the only contractor that can provide the Mouthguard Forming Jig. The North American Industry Classification System (NAICS) for this requirement is 334519 and the PSC Code is 6635. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to release a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least five (5) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Biokinetics and Associates Limited.
