Description
This NOTICE OF INTENT TO AWARD A NON-COMPETITIVE CONTRACT is conducted in accordance with Federal Acquisition Regulations (FAR) Part 6, and the authority is FAR 6.302.�� The exception applicable in in Federal Acquisition Regulations (FAR) 6.302-1 �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. OPM intends to issue a request for proposal (24322620Q0030) in support of this procurement for postage funding for multiple Pitney Bowes mail metering machines located at the Washington D.C. Headquarters, and the other at the OPM facility in Boyers, PA. This procurement will result in the issuance of single award Indefinite Delivery Indefinite Quantity (IDIQ) contract to Pitney Bowes, from whom OPM has leased the postal meter machine. ��All funding associated with this contract will be placed in a �reserve fund� with Pitney Bowes, and will ultimately be transferred to the United States Postal Services (USPS).� A resulting contract and task order is expected to be awarded no later than 30 April 2020. This contract will have a base award period of one (1) year with three (3) one-year option periods. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No competitive solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received and/or unique circumstances is at the sole discretion of the Government. All interested parties must express their interest and capabilities to fulfill this requirement in writing via e-mail to Tangela Taylor, Tangela.Taylor@opm.gov �within three (3) days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. System for Award Management (SAM) registration is required of all OPM contractors prior to execution of award. If no other viable competitive proposals are received, award will be made to Pitney Bowes. DESCRIPTION OF THIS REQUIREMENT BELOW:� The Office of Personnel Management Headquarters Mailroom� is located in Theodore Roosevelt Building (TRB) Washington, DC and has mail meter machines leased from Pitney Bowes.� OPM also has a facility in Boyers, PA that owns mail meter machines purchased from Pitney Bowes.�� �This procurement is intended to support the aforementioned equipment. The reserve funds are used to apply postage funding to all outgoing USPS mail processed with the mail meter located in Washington, DC and/or Boyers, PA. ��
