Description
The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center (JSC), is hereby issuing this RRFI to invite Industry comments related to the draft requirements provided in this RRFI. �Industry comments should be documented utilizing the instructions found below in the �Specific Comments Sought� section. � Information in this RRFI regarding potential future requirements is being provided as notional information to interested parties to invite their comments or suggestions. �The Government�s goal is to receive comments early enough to thoroughly consider those ideas when developing its final procurement strategy. �The Government intends to consider all timely responses to this RRFI before finalizing its procurement strategy. �Your responses to this RRFI will not be posted, and questions submitted in response to this RRFI will not be answered. An RRFI is not a solicitation and no proposals are being solicited at this time. �Do not submit any proprietary data in response to the RRFI. �Information with proprietary markings will not be read or considered. �An RRFI does not obligate the Government to issue a request for proposal in the future. �Any future solicitation based on the requirements described in this RRFI will be published on beta.SAM.gov. OVERVIEW NASA anticipates issuing a future solicitation to provide products and services to support Agency requirements for the Communications Program (CP). �The future acquisition is anticipated to be a follow-on effort to the current NASA Integrated Communications Services (NICS) contract, NNM11AA04C. This RRFI provides the following draft documents in order to solicit Industry feedback to refine the nature of the acquisition: ��� �AEGIS Draft PWS ��� �AEGIS Draft DRDs SPECIFIC COMMENTS SOUGHT The Government specifically requests comments relative to the following areas: ��� �The current NICS is Cost Plus Award Fee (CPAF)/Incentive Fee (IF) with Indefinite Delivery Indefinite Quantity (IDIQ). �Please provide information on contract type(s) that would incentivize the contractor to provide high quality work at a reasonable price. ��� �The AEGIS contract is anticipated to seek innovation from the contractor. �Please provide information on clauses, contract types, DRDs, etc. that would incentivize and allow for continuous innovation. ��� �Identify any requirements from the draft Performance Work Statement (PWS) and/or DRDs that, in your opinion, would be suitable to contract as Firm Fixed Price (FFP). �Provide rationale to support your position. ��� �Suggest what you would consider to be reasonable small business subcontracting goals. State these suggested goals as a percentage of total contract value and show how separate goals for SDB, HubZone, WOSB, VOSB, SDVOSB, and HBCU/MI would comprise the overall suggested small business subcontracting goals.� ��� �What changes, if any, would you suggest for the proposed draft PWS and DRD attachments, and why? Include any areas that need clarification or modification, or that are deemed unnecessary and could be eliminated. ��� �Identify any barriers to competition and how they could be mitigated to foster a more competitive environment for this procurement. ��� �Provide any potential approaches to structuring this contract that would result in cost savings to the Government and improved efficiencies. ��� �Provide feedback and rationale on a Zero Trust implementation with recommendations for the front-end and the back-end, and how they can complement each other. ��� �Provide feedback and rationale on any other topic(s) you would like to address regarding this potential procurement. Please provide comments with rationale and benefits to any proposed inputs. COMMENTS RELATED TO THE RRFI All comments related to this RRFI shall be submitted via e-mail directly to the Contracting Officers. �Michelle Berdux, Contracting Officer, at michelle.l.berdux@nasa.gov and Jenny Arkinson, Contracting Officer, at janet.g.arkinson@nasa.gov. All comments shall be submitted no later than 2:00 pm (CDT), Wednesday, March 18, 2020 to be considered timely. � �
