Description
The Army Contracting Command � Rock Island, on the behalf of Joint Manufacturing Technology Center (JMTC), is issuing this sources sought notice in an effort to identify capable sources to supply seats (Commander, Driver and Passenger) for the Heavy Equipment Transporter Urban Survivability Kit (HUSK).� Delivery will be to the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC). The applicable North American Industry Classification System (NAICS) code assigned is 336992. DISCLAIMER This sources sought/market survey is for planning purposes only and shall NOT be construed as a Request for Quote/Solicitation or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Industry responses to this sources sought do not represent binding offers, and the Government cannot accept an industry response to form a binding contract. The Government intends to use any information submitted in response to this request to develop an acquisition strategy for future requirements of this item. �All information submitted will be held in a confidential status. ��Vendors interested in Government contracting must be registered in the System for Award Management (SAM). The HUSK is designed to protect the crew against small arms, Improvised Explosive Devices (IED), artillery rounds, and blast mines.� The HUSK interior survivability features include energy attenuating seats, a floating floor, blast-mitigating floor mats, and an automatic fire extinguishing system. The exterior is constructed of 5059 aluminum and it is attached to the frame rails of the vehicle chassis. The cab can accommodate six soldiers: the driver, the assistant driver, and four crew of the transported vehicle. The minimum seat requirements are as follows:����� Passenger seats must fit envelope� of� 18.6� W x 38.91� H x 23.95� D (unfolded) and 10� D (folded) Driver/Commander seats must fit envelope of 19.8� W x 43.88� H x 24.32� D (unfolded) and 10.5� (folded) Driver/Commander seats must adjust� 11� fore-aft and 12.5� height adjustment Driver/Commander base of seat must clear 12.5� Driver/Commander base rails must be 15.25� apart Passenger seats back mount structure must be 11� apart All seats: a semi-active technology continuously monitoring occupant weight for response with 0.845� initial static travel and 6� blast stroke for 95th percentile male All seats require Re-settable Energy Absorbent ability after initial blast to protect the occupant during slam down and any other tertiary event Estimated Initial delivery is 31-July-2020 First article testing is required (Government performed/Contractor funded) and will include Live Fire Testing, Durability Testing, Performance Testing (delta v = 10 m/s), and Operational Testing at a U.S. Government facility. Estimated cost of testing is $3.2M. The Government is seeking vendors capable of manufacturing seats which meet the minimum requirements stated above.� Interested vendors are required to provide the U.S. Government with the following information: Provide a brief summary of the company�s capabilities (a description of the facilities, personnel experience, quality system, and past manufacturing experience) and capacity. Confirm your company�s capability to meet the minimum requirements identified below. Discuss the feasibility of or alternatives to the Government�s preferred lead-time of 90 days after award at a rate of 36 sets (1 commander seat, 1 driver seat, and 4 passenger seats) per year. Identify any minimum and maximum ordering quantities. Identify your company�s size status for the identified NAICS Code. Provide your Company�s CAGE Code and business size Provide a Rough Order of Magnitude (ROM) prices for 170 each Commander Seats; 170 each Driver Seats; and 680 each Passenger Seats.
