THIS IS NOT A SOLICITATION. This is a Sources Sought Notice only and is issued to conduct market research and gain knowledge of current market capabilities. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or a guarantee to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this notice does not preclude participation in any future solicitation, if issued. This announcement is based on the best information available at this time and is subject to future amendment. The Department of Veterans Affairs, Network Contracting Office 4, is conducting a market survey to identify potential sources to perform a firm fixed price contract, to include a base year and four possible option years, for Courier Transportation Services in Erie, PA, as follows: DESCRIPTION OF REQUIREMENT (NOT COMPREHENSIVE) BACKGROUND: Erie Veterans Affairs Medical Center (VAMC), located at 135 East 38th Street, Erie, PA, has a requirement for courier services. The requirement includes courier services between the Erie VAMC and several outlying destinations: 1] Community-Based Outpatient Clinics (CBOCs); 2] the Community Living Center (CLC) 135 East 38th Street, Building 12, Erie, PA; and 3] the PNC Bank, 3830 Pine Avenue, Erie, PA. COURIER SERVICES A (CBOC s, CLC, Lanza Building, and As-Needed) 2. SCOPE OF WORK: The contractor shall provide all vehicles, gasoline, insurance, personnel, directional materials necessary to accomplish regularly scheduled courier services between the Erie VAMC and the Community-Based Outpatient Clinics (CBOC s) and the Community Living Center (CLC) which is co-located on Erie VAMC s main campus. Courier services shall be provided twice daily for each CBOC site Monday through Friday, in the Ohio county of Ashtabula, and the Pennsylvania counties of Crawford, Warren, and Venango. Courier services will also be provided to local vendors on an as needed daily basis to include pickups/deliveries for medical services. 4. SCHEDULED PICK UP AND DELIVERIES (Monday through Friday excluding federal holidays) Daily Round Trips to CBOCs: Round Trip 1: First pick-up at Erie VA no earlier than 7:30 a.m. and no later than 8:00 a.m. Stop at Erie VAMC Pharmacy, Laboratory, and Warehouse at 135 East 38 Street, Erie, PA 16504, and pick up items such as supplies, coolers, small equipment/furniture and inter-office mail. Deliver items to each CBOC as addressed below and pick up laboratory samples, mail, and other deliveries from each CBOC between the hours of 9:00 a.m. 11:00 a.m. Return items from each CBOC to Erie VAMC between 11:00 a.m. - 1:00 p.m., stopping at Pharmacy, Laboratory, Warehouse, and Mailroom to deliver and/or pick up items. Round Trip 2: Return to CBOCs for 2nd daily delivery of items and pick-up of lab and pharmacy items between the hours of 1:00 p.m. 3:30 p.m. Return to Erie VAMC between 3:30 p.m. 5:30 pm. Deliver lab specimens to Erie VAMC Lab and Pharmacy items to Erie VAMC Pharmacy. If there is a need for delivery from CBOC to Erie VAMC of items going to locations other than Laboratory or Pharmacy during the 2nd daily return to Erie VAMC, arrangements will be made through the Contracting Officer Representative (COR) or CBOC to accept the delivery. CBOC Addresses: Ashtabula County CBOC 2044 Lambrose Lane Ashtabula, OH 44004 Crawford County CBOC 16954 Conneaut Lake Road Meadville, PA 16335 Warren County CBOC Farm Colony Professional Building 3 Farm Colony Drive North Warren, PA 16365 Venango County CBOC 464 Allegheny Boulevard Franklin, PA 16323 CLC CLC pickup and delivery to Lab shall occur on Tuesdays and Thursdays between 7:30am - 8:30am. Lanza Building Mail, correspondence, and supplies shall be picked up from Erie VAMC and delivered to the Lanza building at the address below before 9 a.m. Mail, correspondence, and supplies shall be picked up from the Lanza Building and delivered to the Erie VAMC before 3 p.m. Lanza Building 5934 Old French Road Erie, PA 16509 5. AS-NEEDED LOCAL PICK UP AND DELIVERIES Additional local deliveries may be required on an as-needed basis for mail, supplies, specimens, and other courier services to and from the following locations. Catchment area not to exceed a 40-mile radius. The Contracting Officer Representative (COR) shall contact the contractor telephonically to schedule as-needed deliveries. SCOPE OF WORK: The Contractor will accept sealed packages containing cash, checks and other securities from the Erie VAMC Agent Cashier's Office and VA Canteen Service for delivery to PNC Bank, 3830 Pine Avenue, Erie, PA. Contractor will receive cash, checks and other securities from PNC Bank, 3830 Pine Avenue, Erie, PA, and will deliver back to Erie VAMC Agent Cashier and VA Canteen Service. 7. SPECIFIC TASKS Contractor will accept sealed packages containing cash, checks and other securities from the Erie VAMC Agent Cashier's Office and VA Canteen Service, Erie, PA, 16504 for delivery to PNC Bank, 3830 Pine Avenue, Erie, PA 16504. Contractor will deliver sealed packages to PNC Bank, 3830 Pine Avenue, Erie, PA and receive cash, checks, and other securities. Contractor will deliver sealed packages back to Erie VAMC s Agent Cashier and VA Canteen Service on the same day. The courier will sign a log book in Agent Cashier Office and Canteen Service documenting return receipt of the locked bag (to include date, time of delivery, and name and signature of VA personal receiving the locked bag). 8. SCHEDULED PICK UP AND DELIVERIES Courier Services will be required every day Monday through Friday, except for Federal or bank holidays. Pick-up time at the Erie VAMC must be between the hours of 10:00 AM and 12:00 PM OR 12:30 PM and 2:30 PM. All deposits must be delivered to the bank before 3:00 PM and the package returned to Erie VAMC by 3:30 PM to make electronic transmission to the Federal Reserve Bank. Pick-up of Erie VAMC currency order and deposit tickets from PNC bank and delivered to Agent Cashier and/or VA Canteen Services must be on the same day if the Contractor has no secured storage area. Next day delivery is acceptable if Contractor has secured storage. 15. DESCRIPTION OF ITEMS: Items that may be transported include, but are not limited to: Blood samples - to be transported in a secure, locked cooler-type container specifically designed for blood and laboratory sample transportation. Medical Records (other needed documents) - to be transported in a locked mailbag. Mail - to be transported in a locked mailbag. Clinic and office/medical supplies such as paper, pens, specimen cups, small amounts of linen, syringes, suture removal kits. Totes for transporting medications and supplies in a locked container X-rays are to be transported and in locked bags Small pieces of equipment or furniture Specimens - to be transported in a secure container Sealed packages containing currency NOTE: The driver is not to open any package he/she receives for delivery and/or pick-up. All etiologic samples must be transported in accordance with all Federal, State, and local regulations. Also, contract drivers must submit evidence of annual training on the OSHA Bloodborne Pathogens Standard, 29 CFR 1910.1030.
