Description

The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Appian Corporation, 1875 Explorer Street, 4th Fl., Reston, VA� 20190 for Integrated Defense Enterprise Acquisition System (IDEAS) Procure-to-Pay (P2P) Software Support. �A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on beta.SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is to provide software development support and expertise for the Integrated Defense Enterprise Acquisition System (IDEAS) and the data integration layer. This includes providing support and expertise for traditional telecommunications contracting, Compliant Telecommunications (CT) contracting, system integrations, data warehouse, transactions occurring between systems, and reporting capabilities.� IDEAS software development support includes all phases of the software development lifecycle, including concept development, planning, requirements definition and analysis, systems design and development, coding and testing, deployment, implementation, integration, troubleshooting, security posture, documentation and software application maintenance, necessary to sustain and/or modify the system baseline. Responsibilities include managing the IDEAS code baseline as it interacts with users, the hosted environment, and external systems. The IDEAS baseline may change as a result of changes to laws, regulations and policies, user preference, latent defects, change requests, security requirements, or to accommodate new releases of the commercial-off-the-shelf (COTS) products used by the system (e.g., Appian, Red Hat Linux, Web Logic, Apache, etc.), or expansion of the types of business processes supported by IDEAS. ��� The Government requires solution and product consulting and programming to:� (1) assist in implementing new system capabilities, including integration with DISA Storefront and Financial Accounting Management Information System Working Capital Fund (FAMIS-WCF) in the Business Enterprise Architecture; (2) sustain deployed capabilities in the IDEAS solution by rapidly troubleshooting and repairing software issues impeding the execution of deployed contracting capability; and, (3) provide technical expertise to ensure high availability of the multiple instances and tiers of the IDEAS application to meet the DISA contracting mission. This support shall address issues with the core Appian components in the IDEAS solution where subject matter expertise would not be otherwise available outside of the software provider, due to proprietary information. At this time, the incumbent contractor Appian Corporation is the only source capable of providing all necessary services with access to its proprietary code needed to complete the development, deployment, and sustainment of IDEAS. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. �Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.� A solicitation will NOT be posted to beta.SAM.gov due to the sole source nature of the requirement.
