- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is 140P3020Q0007 and is issued as a Request for Quote (RFQ). The type of contract will be firm fixed price. Responses are due Monday, March 9, 2020 @ 10:00 AM EST. Responses shall be emailed to juricka_nawrozzada@nps.gov by the date/time specified above. Offers submitted via Fedconnect will not be considered. Late offers will not be accepted. SITE VISIT: A site visit will be held on Wednesday, March 4th, at 10:00 AM. We will be meeting in front of the reflecting pool on the Lincoln Memorial side. POC for this site visit is Julie Nawrozzada, 202-868-3148. PLEASE RSVP BY TUESDAY, MARCH 3RD VIA EMAIL TO juricka_nawrozzada@nps.gov. (iii) This acquisition is 100% set aside for small businesses. The associated North American Industrial Classification System (NAICS) code for this procurement is 561910 � Site Remediation Services. The size standard is $22 million. (iv)The Government is requesting firm fixed priced quotes for the following services: Vacuum Truck Services (v) The provision at Federal Acquisition Regulation (FAR) 52.212-1 � Instructions to Offerors � Commercial apply to this acquisition and are incorporated by reference. (vi) The provision at FAR 52.212-2 - Evaluation � Commercial Items does not apply to this acquisition. The award basis is lowest price. The Government reserves the right to establish this contract without exchanges with offerors. However, the Government reserves the right to seek clarification from any or all offerors submitting a quote, if it is determined in the best interest of the Government to do so. This statement is not to be construed to mean that the Government is obligated to conduct exchanges. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (vii) Offerors must include a completed copy of the provision at FAR 52.212-3 � Offerors Representations and Certifications � Commercial Items, with their quote. A print out of SAM website reps and certs is acceptable, as long as the SAM reps and certs are up to date on the SAM website. Per Paragraph (b)(1) of this provision, any changes provided by the vendor in paragraph (b)(2) of this provision do not automatically change the representation and certifications posted on the SAM website. It is the vendor�s responsibility to ensure their SAM registration is up to date prior to any contract awards. (viii) The clause at FAR 52.212-4 � Contract Terms and Conditions � Commercial Items apply to this acquisition and are incorporated by reference. (ix) The clause at FAR 52.212-5 � Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items, applies to this acquisition and the following additional FAR clauses cited within the clause are applicable: 52.203-19, 52.204-23, 52.209-10, 52.233-3, 52.233-4, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-50, 52.223-18, 52.225-1, 52.225-13, and 52.232-33.
