Description
This is a Sources Sought Notice ONLY.� Requests for copies of a solicitation will not receive a response.� This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the National Institute of Standards and Technology (NIST) for conducting a follow-on acquisition.� NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested.� No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information.� NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.� In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. � NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. Background: � The Mechanical Systems & Controls Group at the National Institute of Standards and Technology (NIST) extends the scientific knowledge of building integration with smart grid and advance control strategies. The group�s focus is to improve energy efficiency of building equipment through control strategies and provide technical insight to power quality and the impact of providing ancillary services to the electric grid.� The research activities require a power system simulation software to fulfill its mission. The simulation software will be used to study the impact of control strategies of operating building equipment and environmental conditions on power quality like electromagnetic transients, load-flow, stability, harmonic distortion, voltage sag and swell, and renewable energy sources. In particular, the simulation software will be used to develop electric circuit models that are time and frequency dependent. These models will represent common appliances that are used in buildings such as heating and cooling equipment, hot water heaters, PV inverters, etc. Developing these control strategies will require forecasting, machine learning, bid data analytics, and optimization capabilities. Previously, MATLAB�s optimization and machine learning toolboxes were used to develop multiple residential energy management control algorithms and an assessment engine to rank their performances. Utilizing the same control algorithms to interface with the power simulation software for managing the operation of various electrical equipment is required to fulfill the mission. Requirement: NIST is seeking information on contractors who can provide the following: One (1) software license for power system simulation software capable of meeting the following minimum requirements: 1. Must have line and cable models; 2. Must be able to enable control system design; 3. Must provide library of power systems and control models; including fundamental circuit design components such as resister, capacitor, inductor, transformer, etc.; 4. Fast solver, must be able to simulate transient phenomena with duration measured in microsecond time period; 5. Must have a frequency scan; 6. Must be able to import models from text; 7. Must be able to import user-defined dynamic link libraries (DLL) 8. Must be able to support the development of simulation models through a graphical user interface 9. Must be able to interface with MATLAB/Simulink; 10. Must be able to wait for a MATLAB/Simulink command before executing a simulation run; 11. Must include a model of a Micro-grid; 12. Must include a PV inverter;� 13. Must include a power system design; 14. Must include renewable energy sources model and integration; 15. Must have scripting capability; 16. Must be able to perform simulation and analysis of power systems, including transient, stability, load-flow, voltage sag/swell, single/multi-phase voltage and current imbalance, and harmonic distortion; 17. Must be able to fully support co-simulation with MATLAB/Simulink; 18. Must be able to perform time-domain simulation; 19. Must include user-defined dynamic models; 20. Must include a waveform visualization and analysis tool. In addition, NIST seeks the following in support of the acquired software: Training � One training session for one (1) NIST user to be conducted at an off-site location within the continental United States.� The operations training shall provide thorough hands-on instruction on how to develop simulation models and execute them using the simulation software. Software Maintenance Contract - Four (4) option years of software maintenance for the power system simulation software to include technical support by phone, email and internet conference and all available software updates and upgrades.�� Interested parties shall describe the capabilities of their organization as it relates to the services described above.� NIST anticipates issuing a Request for Quotation in the second or third quarter of FY2020 and awarding a contract no later than the third quarter of FY2020. NIST is seeking responses from all responsible sources, particularly small business concerns. The small business size standard associated with the NAICS code for this effort, 511210, is $41.5 Million. Please include your company�s size classification and socio-economic status in any response to this notice.� After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract.� Companies that can provide such services are requested to email a written response describing their abilities to january.magyar@nist.gov and lynda.horton@nist.gov no later than the response date for this sources sought notice. The following information is requested to be provided as part of the response to this sources sought notice: Name, Address, DUNS number, CAGE code, and point of contact information of your company. Any information on the company�s small business certifications, if applicable. Description of your company�s capabilities as they relate to the services described in this notice. A description of your company�s previous experience providing the services described in this notice. Indication of whether the services described in this notice are currently offered via your company�s GSA Federal Supply Schedule (FSS) contracts, Government-wide Acquisition Contracts (GWACs), or other existing Government-wide contract vehicles; and, if so, the contract number(s) for those vehicles. Any other relevant information that is not listed above which the Government should consider in finalizing its market research. Responses are limited to a total of 5 (five) pages. The responses must be in MS Word format.� Pages shall be 8�-inch x 11-inch, using Times New Roman 11 Point Font.� Each page shall have adequate margins on each side (at least one inch) of the page. Header/footer information (which does not include any information to be analyzed) may be included in the 1"" margin space.
