THIS REQUEST IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, REQUESTS FOR PROPOSALS, QUOTES, OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THIS NOTICE DOES NOT CONSTITUTE A SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COSTS ASSOCIATED WITH THE SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR RESPONSES. The U.S. Army Combat Capabilities Development Command (CCDC) C5ISR Center, Intelligence and Information Warfare Directorate (I2WD) �� Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Maryland, 21005 is requesting White Paper submissions to identify potential sources for research and development services in the area of Cyber Electro-Magnetic Activities (CEMA) Cyber Operations/Offensive Cyber Operations - Cyber Operations. The U.S. Army CCDC, C5ISR Center, I2WD intends for its subject matter experts to review submissions to gain knowledge of industry expertise and capabilities. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(e) responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.� Background and Description: � This RFI by the U.S. Army seeks industry interest, feedback, and expertise for S&T/R&D support of Cyberspace Operations (CO) technology development in the area of Offensive Cyberspace Operations (OCO). More specifically, the information sought is with regard to OCO support that shall include but not be limited to: Destroy, disrupt, deny, deceive, degrade, delay, target, neutralize, or influence threat information system networks and their components, and Threat C5ISR systems and nodes and other battlefield communications and non-communications systems Vulnerability identifications and testing of both wired and wireless networks Techniques that can be used to find and route communications data through predefined path (accessible route) or to a particular location (cooperative node) Non-Access dependent OCO technique R&D Identification, capture and manipulation techniques for data in transit Stealthy, non-cooperative access to logical networks and their components, that overcome threat/adversary best attempts to protect such networks and components. Proposals submitted under this sub-topic shall specify both hardware and software protection measures forming the basis of the target network environment Stealthy, non-cooperative access to RF devices, communications networks and their network components, non-communications networks and their components, and other RF-centric networks and their components, to develop revolutionary TTPs that overcome threat/ adversary best attempts to protect such networks and components. Proposals submitted under this sub-topic shall specify both the hardware and software protection measures forming the basis of the target network environment. Does your company have the ability to operate and maintain a secure shared data collection site (manpower, estimate labor hours, and total payments) between contractor and Government? Do you have properly cleared Top Secret /Sensitive Compartmented Information (TS/SCI) personnel to manage and support any efforts that may result from this RFI? Are any of your security personnel SPeD certified?� If so, how many of your security staff have these certifications and which ones? Contractors may submit multiple capabilities within one submission. Additional capabilities must be provided within the confines of the page limits, provided below. If your company has different business sectors which hold different CAGE codes, each sector can submit a capability package. In addition, each CAGE code must provide separate facility clearance documentation. If teaming, use the Prime Contractor�s CAGE code in the response. Submission of proprietary and other sensitive information must be marked and identified with disposition instructions. Submitted material will not be returned. Submit unclassified RFI questions to usarmy.apg.acc.mbx.acc-apg-army-contracting-inbox@mail.mil. All submissions of questions must have the RFI # listed in the subject. DO NOT SEND CLASSIFIED INFORMATION TO THIS EMAIL ADDRESS. Questions will only be accepted in writing. No phone calls will be accepted. The page limitation for the Market Survey Questionnaire is 15 pages. The entire package can be no more than 30 pages. Responses shall be written using a 12 point font size or larger. The Government shall not be liable for or suffer any consequential damage for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations and requirements. For a variety of security reasons, we will not be accepting submissions above the level of SECRET collateral. If you have responses that you believe are above the SECRET collateral level, please provide justification within your response explaining that additional portions were excluded due to the classification level.
