- N0016420RWM27 � SOLE SOURCE � REPAIRS, SPARES, AND SUPPORT SERVICES IN SUPPORT OF THE ANTENNA ARRAY PANEL ASSEMBLY (AAPA) � FSC: 5865 � NAICS: 811219 Anticipated Issue Date: 1 MAY 2020 � Anticipated Closing Date: 26 JUNE 2020 � Closing Time: 4:00PM Eastern This Synopsis is being posted to the Government Point-of-Entry BetaSAM website located at: https://beta.sam.gov/ . Naval Surface Warfare Center (NSWC) Crane has a requirement for repairs, spares, and support services for Antenna Array Panel Assemblies, to support AN/SLQ-32(v)6 systems. The Government intends to award a supply type, cost-plus-fixed-fee (CPFF) and firm-fixed-price (FFP) indefinite delivery, indefinite quantity (IDIQ) single award contract with a five-year ordering period under FAR 15. The contract ceiling is anticipated to be $35,800,000. The Contractor shall perform test, teardown, and evaluation of AAPAs, followed by any necessary repairs. The Contractor shall provide spares and support services in support of the AAPA. FOR SOLE SOURCE PROCUREMENT � The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with one source, Cobham Advanced Electronic Solutions, INC, of 305 Richardson Rd, Lansdale, PA 19446, under the authority of FAR 6.302-1(a)(2) Only one responsible source and no other type of supplies or services will satisfy the needs of the agency. This is being sole sourced based on the lack of sufficient technical data, duplicative costs to the Government that are not expected to be recovered through competition, and unacceptable schedule delays in fulfilling the agency�s requirement through any other source. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Contract Opportunities on https://beta.sam.gov/ has officially replaced FBO.gov. It is anticipated that the solicitation shall be made available on or near 1 May 2020, with an award date anticipated to be in the Third Quarter of Fiscal Year 2021. The anticipated solicitation and attachments will be made available through BetaSAM in portable document format (PDF).� No hard copies of the solicitation will be mailed. It is the responsibility of the interested Contractors to monitor BetaSAM for amendments that may be issued to the solicitation. Changes to the requirement that occur prior to the closing date will be posted to BetaSAM. For changes made after the closing date, only those Offerors that provide a proposal will be provided any changes/amendments and considered for future discussion and/or award. Offers must be submitted in the format specified in the solicitation. All information marked as proprietary information will be safeguarded to prevent disclosures to non-Government personnel and entities. The Government will NOT be responsible for any proprietary information not clearly marked. The Government shall not be required to return any submitted material.
