Daily vehicle inspections will not be conducted by the COR. 4) Scope - The following language is deleted: ""The contractor is responsible for providing all the elements of this service that are identified as the commercial standard."" GRYGIER Contracting Officer Page 5 of 5 36C24420Q0269 TEMPORARY PARKING AND SHUTTLE BUS SERVICES WILMINGTON VA MEDICAL CENTER VENDOR QUESTIONS Volume II 8) On Page 12 of the RFQ document, Item 6 on advertising: All bus vendors provide vehicles with their company names painted on them. Would this type of company branding be considered an advertisement or logo for the purpose of this section? No If we have an operational need to change parking lots during the first contract year, and there is no change in terms of meeting project requirements, are we required to obtain formal permission in advance from the VA to make such a change? If so, how long of an approval time will be required by the VA to evaluate any change in parking lot locations? Yes - anticipate minimum 1 month. How many shuttle stops will be required on the VA Wilmington campus itself? What are the locations of these stops? One (1) stop - anticipated to be the East Entrance. How much advance notice will the VA provide on the four 3-month contract extensions? This project deals with the lease of real estate, i.e., parking lot spaces. �Spaces in lots that are convenient to add or drop tend to be more expensive than longer-term rentals.� More specifically, will these contract extensions be doled out one at a time? If so, how much advance notice will the VA provide that a subsequent quarterly extension is being requested? Anticipate�extensions being exercised one at a time, minimum twenty (20) days prior to expiration (see Clause 52.217-9 Option to Extend the Term of the Contract). On Page 13 of the RFQ document about vehicle inspections, it states These inspections shall be conducted: a. Prior to the start of work; b., Before each initial use, etc. etc. Is item 6(a) intended as a requirement for a daily pre-work inspection of each vehicle by the COR? If this is not the intent, what does it mean? The COR will conduct vehicle inspections prior to initial use. Daily vehicle inspections will not be conducted by the COR. On page 14 of the RFQ it references Contractor Personnel Security Requirements.� Although we currently conduct FBI Fingerprinting that meets the NCHC requirement it appears to meet the SAC requirements the fingerprinting would have to be processed through the VA and obviously there would be a cost to that.� Might this requirement be waived or if not a better understanding of what cost would be passed on to the contractor would be helpful. Contractors must be fingerprinted by the VA. Current cost per contractor employee should not exceed $20 per FY2020 Personnel Suitability Adjudication Center (PSAC) rates. Any rates increase would apply. Billing is handled directly the PSAC not VA. On pages 15-16 training is referenced as it pertains to protective private and sensitive information.� There are 2 levels of training required depending on the level of access a subcontractors employees would have to VA information.� It is our opinion that our drivers would only require the first level of training and we would not need to go through the Privacy and HIPAA Focused Training(TMS 10203).� Please clarify that we are correct and if so, how long is the training for the first level of training and would there be additional costs to provide that training. The VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or the Use of VA Sensitive Information is included as a part of the solicitation. Contractor employees must review the training and return the signed form. This training is only a few pages in length and should not take more than 15 minutes to read/review. How many buses is the VA seeking to support this project? Is it (1) bus for the Medical Center and (1) bus for the Satellite Parking area? It is the responsibility of the Contractor to determine the number of shuttles needed to meet performance specifications depending on quantity and location of satellite parking areas. To confirm, it will be the contractors responsibility to secure the 300 parking spaces? Yes. Does the VA have a location in mind of the location it would like the contractor to secure those spaces? It is the Contractor s responsibility to secure the parking spaces that meet the outlined requirements. Based on the Wage Determination contract the hourly rate of the shuttle bus driver is $19.00 plus $4.54 per hour for health and welfare? Correct. Per the RFP there is a 100% set aside for a Small Business. Will there be any additional consideration for a Small Business with Veteran Owned Status?� Not at this time. Is the VA prepared to deal with any delays caused by the SAC screening process, which could delay start of the shuttle service? We have had experience with SAC delays in the past. The SAC screening process will be ongoing. Contractor employees will be permitted to work as long as the fingerprint process has been initiated. Please verify that drivers/supervisors will be required to complete only basic privacy training for this contract. We have assumed that drivers/supervisors will have no access to any VA computers, employee data nor patient data. Please see answer to question 14. Are there any medical or immunization requirements for drivers/supervisors from the VA, which are above-and-beyond federal DOT requirements for drivers? Is tuberculosis screening required? If so, does the VA Med Center Wilmington conduct this screening? Are flu shots required? Please see solicitation. Flu shots are required per VHA Directive 1192 Seasonal Influenza Prevention Program. Tuberculosis screening is not required. On Page 3 of the RFQ, under the subheading Scope, 2nd pgh.: The document states that the contractor is responsible for providing all the elements of this service that are identified as the commercial standard. We have concerns about the broad nature of this statement, without many details behind it. Could you please identify the commercial standard being referenced? Is this a VA standard (VHA Directive #1695)? A DOT standard? The following language will be deleted, The contractor is responsible for providing all the elements of this service that are identified as the commercial standard. End of Document
