THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR BIDS/PROPOSAL.� THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability of the following Brand Name Components: generators by Caterpillar, Medium Voltage (MV) Switchgear and Motor Control Centers by Eaton, protection relays, Real-Time Automation Controller, and Switchgear Controls by Schweitzer Engineering Laboratories, Power Quality Monitoring by Schneider, Variable Frequency Drives (VFDs) by ABB, Remote I/O Programmable Logic Controller (PLC) by GE, easYgen Genset Controller by Woodward, networking hardware / switches by Cisco, Wonderware SCADA Platform by AVEVA, Interceptor CS PDS monitoring system by Network Integrity Systems, Proximity Card Readers by HID, Access Control System devices by Lenel, Balanced Magnetic Switches (BMS) by� Magnasphere, PTZ CCTV cameras by Bosch, fixed-position CCTV cameras by Axis, HVAC controls by ALC, batteries by EnerSys, and fuel leak detection by OMNTEC, for future upcoming projects. No awards will be made from this Sources Sought Notice and no solicitation will be available at this time. However, responses to this Sources Sought Notice will be used to determine an appropriate acquisition strategy for future acquisitions. The United States Army Corps of Engineers, Baltimore District intends to solicit and award construction projects for a customer of the Intelligence Community. The construction projects will be solicited competitively under future separate solicitations. These projects may include a Brand Name only component, as described below, unless the results of these sources sought notification indicates otherwise. This notification serves three purposes: (1) to notify potential offerors of the Government's intent to solicit a brand name only component under future construction projects; (2) to identify potential sources that can provide the brand name only item and/or equivalent; (3) notification of the Army's intent to contract sole source for a Brand Name Only, if the market is unable to provide 'equivalent' products. In the event no equivalent equipment exists, the Brand Name Only justification will be issued pursuant to FAR Part 6.302-1, ""Only One Responsible Source"". A subsequent market survey will not be published in support of a Justification and Approval (J&A) for sole sourcing the resultant product(s) or system(s) in the event an equivalent product is not submitted for consideration. In such instances, the brand name or equal component will be embedded in the construction project that will be issued competitively. Only that part of the project requiring brand name components will be sole source if no sources are able to prove an equal product. The construction projects themselves will be competitively solicited. SUMMARY OF REQUIREMENT: The construction projects will include Brand Name only equipment by Caterpillar, Eaton, Schweitzer Engineering Laboratories, GE, Schneider, ABB, Woodward, Cisco, AVEVA, Network Integrity Systems, HID, Lenel, Magnasphere, Bosch, Axis, ALC, EnerSys, and OMNTEC as follows: Caterpillar Generators: Portions of the project will involve replacing existing Caterpillar generators with 2.5MW models that will be compatible with the existing Caterpillar generators to remain.� Seamless integration and compatibility with the rest of the existing Caterpillar power generation system is required. Eaton Medium-Voltage Switchgear and Motor Control Centers:� Portions of the project will involve installing medium-voltage switchgear and motor control centers that will be compatible with the existing Eaton models to remain.� Seamless integration and compatibility with the rest of the existing power distribution system is required. Schweitzer Engineering Laboratories (SEL) protection relays and RTACs:� Portions of the project will involve installing protective relays and RTACs that will be compatible with the existing SEL models and systems to remain.� Seamless integration and compatibility with the rest of the existing power generation and distribution systems is required. Schneider Power Quality Monitoring: Portions of the project will involve installing a power quality monitoring system that will be compatible with the existing Schneider Power Quality Monitoring system to remain.� Seamless integration and compatibility with the rest of the existing power generation and distribution systems is required. ABB Variable Frequency Drives: Portions of the project will involve VFDs that will be compatible with the existing ABB models and systems to remain.� Seamless integration and compatibility with the rest of the existing power generation system is required. GE Remote I/O Programmable Logic Controller: Portions of the project will involve installing programmable logic controllers that will be compatible with the existing GE models and systems to remain.� Seamless integration and compatibility with the rest of the existing power generation and distribution systems is required. Woodward easYgen Genset Controller: Portions of the project will involve installing generator controllers that will be compatible with the Enterprise standard, Woodward.� Seamless integration and compatibility with the rest of the existing Enterprise power generation system is required. Cisco networking hardware and switches: Portions of the project will involve installing networking hardware and switches that will be compatible with the existing Cisco models and systems to remain.� Seamless integration and compatibility with the rest of the existing Cisco networking system is required. AVEVA Wonderware SCADA platform: Portions of the project will involve installing a new SCADA platform that will be compatible with the existing equipment and systems to remain as well as the Enterprise standard, Wonderware.� Seamless integration and compatibility with the rest of the Enterprise SCADA/FICS system is required. Network Integrity Systems Interceptor CS: Portions of the project will involve installing an underground fiber monitoring system that will be compatible with the existing Network Integrity Systems intrusion detection system to remain.� Seamless integration and compatibility with the existing PDS monitoring system is required. HID Proximity Card Readers: Portions of the project will involve installing proximity card readers that will be compatible with the existing Lenel access control system to remain.� Proximity card readers with equivalent function to HID models RPK40-H, PIVClass, 921PHPTEK000HV-L02 and RP40-H, PIVClass, 921PHPTEK000HU-L02 are required.� Seamless integration and compatibility with the rest of the existing access control system is required.� Lenel Access Control system devices:� Portions of the project will involve installing access control devices and a system expansion that will be compatible with the existing Lenel access control system to remain.� Access control system devices must provide equivalent functions as the Lenel LNL-3300 Intelligent System Controller, as well as the LNL-1300-S3, LNL-1320-S3 and LNL-1100-S3 control modules.�� Seamless integration and compatibility with the rest of the existing Lenel access control system is required. Magnasphere BMS: Portions of the project will involve installing door contacts that will be compatible with the existing intrusion detection system to remain.� A BMS with similar function to the Magnasphere Level II door contact, HSS-L2D-000 is required.� Seamless integration and compatibility with the rest of the existing intrusion detection system is required.�� Bosch Pan-Tilt-Zoom (PTZ) exterior CCTV cameras: Portions of the project will involve installing exterior PTZ CCTV cameras that will be integrated into the existing CCTV system.� Exterior PTZ CCTV cameras must provide the equivalent functionality as the Bosch- MIC-7230-W5 2MP camera, including low-light sensitivity (color = 0.0077 lux), 120dB dynamic range, IK10 impact resistance rating, temperature range of -40oF � 140oF, 32x zoom, 1080P HD resolution and built-in analytics compatible with the existing Bosch camera system. Seamless integration and compatibility with the rest of the existing CCTV system is required.��� Axis fixed-position interior and exterior CCTV cameras: Portions of the project will involve installing fixed-position interior and exterior CCTV cameras that will be integrated into the existing CCTV system. Exterior fixed-position cameras must provide the equivalent functionality as the AXIS- Q1786 4MP camera, including built-in IR illuminator, 120dB dynamic range, IK10 impact resistance rating, temperature range of -40oF � 140oF, 30x zoom, 1080P HD resolution and built-in analytics compatible with the existing Axis camera system.� Interior fixed-position cameras must provide the equivalent functionality as the AXIS- P3227-LV 5MP camera, including built-in IR illuminator, 120dB dynamic range, IK08 impact resistance rating, temperature range of 32oF � 122oF, and built-in analytics compatible with the existing Axis camera system.� Seamless integration and compatibility with the rest of the existing CCTV system is required. ALC HVAC Controls:� Portions of the project will involve installing HVAC controls that will be compatible with the existing ALC HVAC controls system to remain.� Seamless integration and compatibility with the rest of the existing ALC HVAC controls system is required. EnerSys Batteries: Portions of the project will involve installing reserve batteries that will be compatible with the existing UPS battery systems to remain.� Seamless integration and compatibility with the existing EnerSys battery system is required. OMNTEC leak detection:� Portions of the project will involve installing fuel system leak detection that will be compatible with the existing OMNTEC leak detection system to remain.� Seamless integration and compatibility with the existing OMNTEC leak detection system is required. Any vendor wishing to provide a system(s) that is compatible with the existing equipment as described above must provide a copy of its brochure and any other data NO LATER THAN 12 March 2020, 12:00 PM EASTERN, to Contracting Specialist, Erica A.
