Description
Pursuant to FAR Subpart 6.302-1, the Naval Air Warfare Center Training Systems Division (NAWCTSD) Contracts Department, Orlando, Florida intends to sole source the addition of full Contractor Instructional Services (CIS) to Engineering Support Personnel, Inc. (ESP) under the current Naval Air Technical Training Center Program (NATTC) contract, N61340-18-C-0013, at Naval Air Station (NAS) in Pensacola, Florida. The anticipated period of performance is 01 June 2020 through 31 August 2023 if all six months of the 52.217-8 Option to Extend Services clause are utilized. Contract award is expected to be no later than 30 days prior to contract start date. The contractor will provide the United States Navy and United States Marine Corps (USN/USMC) personnel with the necessary control tower and radar knowledge to meet strict Federal Aviation Administration certification requirements. Under supervision at an Air Traffic Control (ATC) facility within the National Airspace System, the contractor will apply their technical knowledge and skills to fulfill technical requirements at the apprentice entry-level for an ATC ashore. The contractor will instruct USN/USMC personnel on specialized knowledge regarding aviation fuel; lubrication of oil service stations and pump rooms; piping; valves; pumps; tanks; portable equipment related to the fuel system; and the operation, maintenance, valve repair, and piping of purging and protective systems aboard Air Department�s spaces on ships. Furthermore, the contractor provides advanced knowledge by instructing the operation and servicing of fuel farms and equipment associated with the fueling and defueling of aircrafts; by instructing the servicing of motorized fueling equipment; and by maintaining fuel quality surveillance and control in the aviation fuel systems ashore and afloat. The instructor will utilize training devices, associated classroom and other training methods to accomplish recurring monthly training requirements and tactical proficiency development. Engineering Support Personnel (ESP) currently provides Contractor Operation and Maintenance Services and Contractor Maintenance Services for NATTC at the NAS Pensacola. Since ESP is currently performing on the existing NATTC COMS contract, they already have management staff in place at the site and can support a start date of 01 June 2020. ESP has experience performing CIS on prior Fielded Training Systems Support (FTSS) III/IV Task orders, and currently performs CIS on two current FTSS efforts. ESP, the original source for the COMS at NATTC, is the only source available without substantial duplication of cost to the Government and schedule delay to complete this training. Therefore, the Government intends to award a sole source Firm-Fixed-Price contract modification to ESP for these services. Interested persons may identify their interest and capabilities in response to the requirement, which will be considered by the agency. This notice of intent is not a request for competitive proposals. The solicitation will not be synopsized through the Government-wide Point of Entry System.
