INTRODUCTION The Naval Air Warfare Center � Aircraft Division is seeking information regarding the capabilities of potential sources for MathWorks products and services for the Department of the Navy Warfare Centers, Laboratories, and Research and Development activities.� The intention of this sources sought is for market research purposes pursuant to Federal Acquisition Regulation (FAR) Part 10.�� Responses to this sources sought will be utilized to determine the government�s acquisition strategy.� DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND This requirement is a follow on to contract N68396-16-D-0005 for MathWorks product enterprise licenses and services.� This requirement expands the scope of delivery and performance from the Naval Air Systems Command to include ordering authority for all Department of Navy requirement owners. The primary products to be acquired are enterprise licenses for MathWorks software products and toolsets for utilization by the Department of the Navy and associated labs and user groups (e.g. NAVAIR, NAWC-AD, NAWC-WD, NAVSEA, NIWC, NRL, ONR, etc).� The enterprise licenses are expected to be centrally managed, available on a number of Navy unclassified and classified data networks or through individual licenses installed locally on stand-alone systems. These licenses are intended to be procured through a dynamic licensing structure based on utilization rates and that does not require the purchase of a fixed number of licenses, sites, installations or users.� The primary services to be acquired are technical consulting, code analysis, troubleshooting, training, and custom code and tool set generation. MathWorks is the original developer of the MathWorks software tools and toolsets. The contract type anticipated for this requirement is a single-award, indefinite-delivery contract for supplies and services with firm-fixed-price contract line items (CLINs).� Contract award is currently anticipated to occur in April of 2020 with a five year ordering period.� REQUIRED CAPABILITIES To be considered capable, a Contractor must: Provide Enterprise licensing for all MathWorks, Inc products, toolsets and software maintenance services through dynamic licensing structure based on utilization rates and that does not require the purchase of a fixed number of licenses, sites, installations. Demonstrated evidence of providing enterprise licenses and software maintenance for MathWorks products for in excess of 5,000 users under a single enterprise agreement. Provide MathWorks formal and informal product training on-site tailored for advanced utilization of MathWorks products for modeling, simulation and analysis for military systems applications. Provide formal and informal off-site and on-site technical consulting on customer developed code segments within MathWorks products for a wide variety of modeling, simulation, and analysis requirements for military systems, performance, and environments. Provide new tool set development and development support for advanced modeling, simulation, and analysis of military systems, performance and environments. ELIGIBILITY The applicable North American Industry Classification (NAICS) code for this requirement is 511210 � Software Publishers with a Small Business Size Standard of $41,520,000.� The product service code (PSC) is D318.� SUBMISSION DETAILS Interested vendors should submit their capabilities statement in a document of no more than four (4) pages containing no smaller than ten-point font.� This document shall demonstrate the capability to meet the required capabilities noted in this posting, including specifically addressing each of the capabilities in items a-e above.� Additionally, all responses shall include Company Name, CAGE Code, Address, Business Size, and Points-of-Contact (POCs) including name, phone number, fax number and mailing address.
