- This is a combined synopsis solicitation for commercial items prepared in accordance with FAR subpart 5.2; using Simplified Acquisition Procedures for purchase orders at FAR Part 13 and FAR part 12 Acquisition of Commercial Items. The government intends to solicit this requirement as a 100% small business set-aside. This announcement constitutes the only solicitation. This solicitation SHALL be posted on NECO (http://www.neco.navy.mil) and uploaded onto beta.SAM. This is the only RFQ for this requirement and it includes all the terms and conditions as well as applicable FAR, and DFARS clauses and provisions with respect to the anticipated purchase order. It is the contractor�s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 561990 and the Small Business Standard is 12 million dollars. The anticipated contract type is a firm-fixed-price. The requested services are to provide shredding support services in support of personal and private information protected under the Privacy Act of 1974. Shredding services are related to the delivery and installation of freestanding secure bins, on-site material shredding services, and the disposal of all shredded material at various PSD/CSD site CONUS and OCONUS. The estimated period of performance for this requirement is 1 May 2020 through 30 April 2021 with four twelve (12) month option periods thereafter. The quoter shall provide their Firm Fixed Price quote in accordance with the attached PWS based on the following period of performance: Base: 1 May 2020 � 30 April 2021 Option I: 1 May 2021 � 30 April 2022 Option II: 1 May 2022 � 30 April 2023 Option III:1 May 2023 � 30 April 2024 Option IV: 1 May 2024 � 30 April 2025 The quoters price must include their monthly unit price for each period and total annual price (monthly unit price X 12 months). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and Responsible Offeror. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
