- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is PCDKWD20191118C and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 22020-01. The associated North American Industrial Classification System (NAICS) code for this procurement is 339113 with a small business size standard of 750.00 employees. This requirement is a Small Business Set-Aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2019-11-27 15:00:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be Pueblo, CO 81006 The MICC End User requires the following items, Brand Name or Equal, to the following: LI 001: Atlas T5 Tactical Vest with plates must include the soft body armor Helix IIIA HX03 series utilizing NIJ certified model GPXIIIA which must provide a standard-0101.06. Must also include the ICW hard armor plates that shall be GH ST-102. Must have a certified ISO 9001:2008 Quality Management System, implemented and maintained. Proven ability to stop rounds. Must be constructed of a combination of 500 denier Cordura nylon and 1000 denier Cordura nylon so as to provide strength and durability at stress points and weight reduction in non-load bearing locations. Components shall integrate military grade fabric, webbing, hook and loop, and plastic hardware and soft goods components. Must include front and rear MOLLE webbing. The carrier side closure shall be compatible with either the Atlas T5 cummerbund or adjustable 2� webbing with buckle in non-cummerbund configuration. Cummerbund will still be provided with vest. Include front and rear 10x12� plate pockets for hard armor plates and shall accept both full cut and shooter�s cut plates in the front and rear plate pockets.Shall provide multiple front and rear locations for identification placard attachment, including 3x9� loop surfaces for primary and 2x6� loop surfaces for secondary identification. Shall be equipped with a covert rear drag strap that is low-profile and expanding for emergency extraction. The drag strap shall be rated for no less than 400 lbs of force. The drag strap shall recess when not in use and expand upon extraction to allow multiple individuals to grip the strap. The body side of the carrier shall provide anti-microbial low-profile mesh to create a ventilation channel to dissipate heat and moisture. The carrier shoulder shall be designed to accept optional soft armor inserts for added protection at the top of the shoulder. Inserts shall be removable. The carrier shall be compatible with a user-configurable emergency quick release system with primary access at the left or right shoulder. The quick release system shall be capable of being installed at the time of production or added at a later date at the discretion of the wearer. The quick release system shall be simple in operation and field-repairable for expeditious reassembly in theater. The carrier shall provide multiple cable routing locations for secure and discreet placement of communication, hydration or related wires or channels. The carrier shall be available in Coyote. The carrier and all components shall be fully assembled in the USA. Shoulder armor inserts and quick release system will be provided with system. The HeliX IIIA HX03 soft armor panel shall consist of 29 layers of material with a thickness of no more than 0.22�; the areal density of the ballistic panel shall not exceed 0.90 lb/ft�. Each ballistic panel will be enclosed in a 200 denier polyurethane backed ripstop cover with heat sealed seams for water repellency. Each panel shall include a patented internal desiccant present at the time of certification for moisture management. The cummerbund shall accept optional 6x8� or 6x6� side plate pockets for soft armor panels or hard armor plates for enhanced protection. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC End User intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC End User is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time.
